About the role

Key responsibilities & impact
  • Lead project controls functions across large-scale aviation programs from planning and design through construction, commissioning, and closeout.
  • Establish and implement project controls governance frameworks, procedures, standards, and best practices.
  • Serve as the primary project controls advisor to project managers, program executives, clients, and stakeholders.
  • Develop integrated project controls strategies encompassing cost, schedule, risk, forecasting, and performance management.
  • Identify and proactively mitigate project risks, opportunities, and performance challenges.
  • Direct development and management of project budgets, forecasts, cash flow analyses, and cost reports.
  • Perform cost trending, earned value analysis, variance analysis, and estimate-at-completion forecasting.
  • Review contractor payment applications, change orders, estimates, and cost proposals.
  • Support contingency planning, financial reporting, and executive decision-making.
  • Evaluate project performance and recommend corrective actions.
  • Oversee development, maintenance, and analysis of complex CPM schedules using Primavera P6 and related tools.
  • Review contractor schedules and monitor compliance with project requirements.
  • Analyze critical path activities, schedule risks, float consumption, and recovery plans.
  • Develop and maintain integrated master schedules for major aviation programs.
  • Establish and monitor KPIs and project controls dashboards.
  • Lead project risk identification, assessment, mitigation planning, and monitoring.
  • Facilitate risk workshops and maintain comprehensive risk registers.
  • Evaluate schedule and cost impacts of proposed project changes.
  • Support claims avoidance, dispute resolution, and change management processes.
  • Collaborate with project teams to implement corrective action strategies.
  • Develop relationships with airport authorities, airlines, program management teams, contractors, and design partners.
  • Deliver executive-level project controls reporting and presentations.
  • Support governance meetings, executive briefings, and client reviews.
  • Mentor and develop project controls professionals, schedulers, cost engineers, and analysts.
  • Support recruitment, workforce planning, and professional development initiatives.
  • Contribute to proposal development, interviews, and strategic aviation-market pursuits.
  • Collaborate with aviation and infrastructure leaders to expand STV's project controls services and client relationships.
  • Support implementation of digital project delivery tools and advanced reporting platforms.

Requirements

What you’ll need
  • Bachelor's degree in Engineering, Construction Management, Project Management, Architecture, Finance, Business Administration, or a related field.
  • 15+ years of progressive project controls experience supporting large capital programs.
  • 8+ years of experience managing project controls teams on aviation, transportation, or major infrastructure projects.
  • Demonstrated experience supporting complex aviation projects including airport terminal expansions, airfield and runway improvement programs, baggage handling systems, landside transportation facilities, airline support facilities, and airport modernization programs.
  • Extensive knowledge of cost engineering, CPM scheduling, risk management, change management, forecasting, earned value management (EVM), program controls governance, and performance reporting.
  • Advanced proficiency with Primavera P6 and Microsoft Office Suite.
  • Strong leadership, communication, presentation, and client-facing skills.
  • Proven ability to manage multiple concurrent projects and priorities.
  • Preferred: Experience supporting aviation capital programs exceeding $500M.
  • Preferred: Experience working directly with major airport authorities, airlines, and aviation stakeholders.
  • Preferred: Professional certifications such as PMP, CCP, PSP, CCM, or PMI-RMP.
  • Preferred: Experience with Primavera Risk Analysis, Acumen Fuse, Unifier, e-Builder, Kahua, Procore, Power BI, or similar project management platforms.
  • Preferred: Master's degree in Engineering, Construction Management, Business Administration, or related discipline.
  • Preferred: Experience with alternative delivery methods, including Design-Build, CM/GC, Progressive Design-Build, and Program Management contracts.
