About the role

Key responsibilities & impact
  • Conduct business analysis with project stakeholders and plan and communicate business analysis activities
  • Identify business needs and opportunities for improvement, develop business cases, and define solution approaches and scope
  • Analyze organizational culture, structure, technology usage, and enterprise transformation opportunities for CDC
  • Determine requirements through workshops, interviews, document analysis, surveys, site visits, process descriptions, user stories, scenarios, workflows, prototyping, focus groups, and use cases
  • Produce business models, business cases, and solution strategy while overseeing solution development and implementation
  • Evaluate and reconcile information from multiple sources and progressively elaborate requirements
  • Validate requirements and verify the quality and maintainability of other analysts’ requirements
  • Document business, task, and workflow processes using industry-standard methods, including use cases, diagrams, and flow charts
  • Assess solution designs, test cases, test plans, manual procedures, organizational readiness, and requirements satisfaction
  • Define acceptance criteria, identify defects, and validate corrective actions
  • Develop metrics and key performance indicators aligned with desired business outcomes
  • Facilitate stakeholder understanding, resolve conflicts and risks, and secure formal approval of solution requirements
  • Provide timely access to business analysis deliverables and documentation
  • Tailor communications for senior executive stakeholders
  • Maintain requirements traceability and oversee the end-to-end requirements management lifecycle
  • Collaborate with developers and subject matter experts to establish technical vision and evaluate usability/performance trade-offs
  • Serve as liaison to project managers, developers, and project team members throughout requirements, design, testing, and acceptance phases
  • Collaborate with project managers on project scoping and planning
  • Guide senior management through process and organizational change
  • Promote the value and utility of business analysis across the project community
  • Perform miscellaneous job-related duties as assigned

Requirements

What you’ll need
  • At least 5 years of experience directly related to the specified duties and responsibilities
  • Strong organizational and critical thinking skills
  • Advanced experience with quality frameworks such as SDLC, Agile, ITIL, Six Sigma, etc.
  • Knowledge of project management practices
  • Ability to develop and deliver presentations to senior stakeholders
  • Teamwork and interpersonal skills
  • Skill in fact-finding and data collection
  • Strong analytical and product management skills, including effective documentation
  • Business process and data modeling
  • Ability to lead and facilitate meetings and groups
  • Strong verbal and written communication skills
  • Ability to interpret and evaluate client informational needs and determine appropriate alternative solutions
  • Broad IT domain expertise, particularly applications architecture
  • Business domain expertise or ability to rapidly gain domain expertise
  • Conflict resolution and negotiation skills
  • Experience with strategic planning and business case development
  • Applications design experience
  • Ability to consume and clarify large amounts of information
  • Ability to obtain government clearance
  • Must be legally authorized to work in the United States without employer sponsorship, now or at any time in the future
  • Proficiency or experience with Microsoft 365
  • Federal Government Grants Management experience/knowledge

  • Bachelor’s degree required
  • Completed degrees above the minimum education requirement may substitute for experience on a year-for-year basis
