About the role

Key responsibilities & impact

Own the SCMDSO account end to end, including program P&L, revenue forecasting, cost and margin management, invoicing accuracy, and monthly financial reporting
Serve as TISTA's executive face to VA Product Line leadership and build trusted-advisor relationships
Lead, mentor, and develop the team, including performance management, career development, retention planning, and succession planning
Manage subcontractor performance, workshare, small business participation goals, and executive escalation paths
Participate in domain reviews, program management reviews, corporate risk reviews, and leadership forums
Drive CPARS outcomes by managing customer perception, resolving issues, and documenting performance evidence
Identify, shape, and capture account growth opportunities
Partner with Business Development and Capture teams on VA and federal health pursuits, proposals, orals, technical challenges, and customer discovery
Develop and maintain a 12- to 24-month account growth plan and pipeline
Cultivate relationships across VA OIT, VHA Supply Chain, and enterprise programs
Feed customer insight, lessons learned, and win themes into capture and past-performance repositories
Recruit, interview, and onboard base-team and surge Scrum Team staff
Build a bench and reach-back network of VA supply chain and OEM talent
Champion TISTA culture, values, and employee engagement through one-on-ones, skip-levels, and retrospectives
Ensure staff complete corporate and VA TMS training and maintain background investigation, PIV, and Rules of Behavior requirements
Serve as a corporate practitioner and coach for TISTA's SAFe Agile and DevSecOps delivery model
Act as executive sponsor and customer-facing voice for TISTA's AI SDLC accelerator
Contribute to VA supply chain thought leadership through white papers, conference presentations, and industry engagements
Support process improvement, quality management system audits, CMMI or ISO assessments, and peer reviews

Requirements

What you’ll need

12+ years of IT program/project management experience
5+ years managing large federal IT services contracts ($10M+ per year) as Program Manager
5+ years leading Agile/SAFe DevSecOps delivery organizations of 100+ FTEs across multiple concurrent products
Demonstrated experience with VA OIT programs (VIP, PLM Playbook, VA PARS, TRM, ATO/A&A processes)
Experience managing multi-vendor teaming arrangements and subcontractor performance
Experience delivering task orders with CLIN-based deliverables and QASP-driven performance management
Proficiency with Jira, GitHub, ServiceNow, SharePoint, and MS Project
Experience with SAFe PI Planning, Scrum of Scrums, and ART coordination
Integrated Master Schedule development and dependency management
Risk/issue management and POA&M tracking
PMP certification required
SAFe Agilist (SA), SAFe Program Consultant (SPC), or equivalent SAFe certification required
Prior experience supporting VHA Supply Chain/Logistics, IFCAP, AEMS/MERS, VALIP, Nuvolo/ServiceNow, or EHRM/FMBT integration programs preferred
Familiarity with AI-assisted SDLC tooling and governance preferred
PgMP or PMI-ACP preferred
ITIL 4 Foundation preferred
CISSP or Security+ preferred
Bachelor's degree in Computer Science, Information Systems, Engineering, Business, or related field
Ability to sit and work at a computer for extended periods
Ability to travel CONUS as required
