About the role

Key responsibilities & impact
  • Lead and manage a team of federal acquisition professionals supporting VA contracting activities.
  • Provide technical direction, coaching, and quality oversight to acquisition personnel.
  • Assign and balance procurement workloads based on complexity, priority, capability, customer needs, and timelines.
  • Review resumes, participate in interviews, support hiring decisions, and coordinate government onboarding.
  • Conduct performance reviews, provide feedback and coaching, address performance concerns, and support discipline and offboarding.
  • Support pre-award and post-award activities, including requirements development, acquisition planning, solicitation development, evaluation, award, administration, modifications, and closeout.
  • Support procurements above the Simplified Acquisition Threshold and other high-value or technically complex actions.
  • Review acquisition packages, solicitations, source selection documentation, evaluation criteria, modifications, and supporting materials for quality, completeness, and compliance.
  • Research, interpret, and apply FAR, VAAR, agency policy, laws, and acquisition guidance.
  • Advise Contracting Officers, Contract Specialists, program managers, technical personnel, and requiring activities.
  • Analyze difficult contracting issues and develop alternative courses of action.
  • Collaborate with customers and stakeholders to define and standardize requirements.
  • Support source selection criteria, proposal evaluation approaches, cost analyses, and acquisition financial documentation.
  • Prepare and review procurement packages for Contracting Officer review.
  • Monitor team performance, acquisition progress, workload, and deliverable quality.
  • Communicate staffing, workload, procurement status, risks, and corrective actions to VA leadership and stakeholders.
  • Conduct workload forecasting, resource planning, quality assurance, and review of acquisition work products.

Requirements

What you’ll need
  • Minimum of five years of recent relevant experience within the last seven years providing comprehensive and complex federal acquisition support.
  • Minimum of three years of recent experience within the last seven years managing government procurement teams.
  • Experience managing recruiting, interviewing, hiring, onboarding, work assignment, employee reviews, performance management, discipline, and offboarding.
  • Experience supporting pre-award and post-award federal acquisition activities.
  • Experience supporting federal acquisitions above the Simplified Acquisition Threshold.
  • Extensive knowledge of FAR, VAAR, and applicable federal acquisition regulations and policies.
  • Ability to support acquisitions regardless of type or dollar value.
  • Experience developing and reviewing acquisition strategies, solicitations, procurement packages, evaluation criteria, contract modifications, and contract administration documentation.
  • Ability to research and interpret federal acquisition policy, regulations, directives, and guidance independently.
  • Strong leadership, supervisory, communication, writing, organizational, and time-management skills.
  • Ability to manage multiple priorities, personnel issues, and complex acquisition actions simultaneously.
  • Specialized experience may be required in construction and Architect-Engineering, complex services and healthcare contracting, or leasing and specialized contracting.
  • Bachelor's degree in any field; or at least 24 semester hours in specified business-related disciplines.
  • Qualifying federal contracting experience may be considered toward education requirements; seven years may be considered in lieu of formal education where permitted.
  • Preferred certifications include FAC-C Level I, II, or III; FAC-C Professional; DAWIA Level III Contracting; or equivalent commercial acquisition or contracting coursework.
  • Preferred experience supporting the Department of Veterans Affairs, a VA Network Contracting Office, healthcare, professional services, construction, Architect-Engineering, leasing, utilities, or other complex acquisitions.
