About the role
Key responsibilities & impact- Manage end-to-end proposal development for research grants, cooperative agreements, and contracts
- Partner with Principal Investigators and project leads to build multi-year project budgets, cost proposals, and detailed budget narratives
- Coordinate data entry, document assembly, and formal proposal uploads across UCAR systems and federal sponsor portals
- Perform pre-submission compliance checks for cost allowability, cost-share requirements, indirect rate applications, and sponsor restrictions
- Oversee active direct awards, contract vehicles, and subawards through award closeout
- Conduct financial reviews, track burn rates, reconcile expenditures, perform cost transfers, and generate rolling forecasts
- Ensure adherence to federal regulations, sponsor terms, and organizational cost principles; support audit reviews
- Prepare monthly, quarterly, and annual financial reports, sponsor billing packages, and closeout documentation
- Draft and process award amendments, budget reallocations, scope changes, and no-cost extensions
- Serve as financial Subject Matter Expert for Principal Investigators, program managers, and department leaders
- Act as financial liaison between UCAR project teams and federal sponsor representatives including NOAA, NASA, and NSF
- Develop financial dashboards, metric reports, and summary presentations
- Use advanced spreadsheet modeling and ERP tools to streamline budgeting workflows and reduce reporting turnaround times
Requirements
What you’ll need- Bachelor's degree in a relevant academic discipline and 5 years of experience administering federal funds (grants, awards, contracts, etc.)
- Alternatively, a Master's degree and three years of related experience
- Or an equivalent combination of education and experience which qualifies the individual to perform the duties as described
- Advanced skill in administering grants, cooperative agreements, contracts, and task orders in compliance with federal and sponsor requirements
- Advanced proficiency in preparing project budgets and submitting proposal packages via Grants.gov, Research.gov, UCAR systems, and similar platforms
- Advanced ability in multi-year budget development, financial analysis, cost control, burn-rate tracking, and key operational statistics
- Advanced skill in Excel or Google Sheets for complex financial analysis, scenario modeling, and executive status reports
- Intermediate working knowledge of federal award requirements, including OMB Uniform Guidance, and UCAR policies, guidelines, and procedures
- Excellent interpersonal, verbal, and written communication skills
- Strong analytical and problem-solving skills
- Ability to work independently with minimal oversight and collaborate effectively within a team
- Exceptional sensitivity and discretion when handling confidential financial, personnel, and institutional information
- Background checks and/or federal screenings for selected candidates
- All roles require compliance with U.S. export control regulations and work location requirements
- Preferred: Direct experience administering federal awards under OMB Uniform Guidance (2 CFR 200) and FAR
- Preferred: Experience managing NOAA contractual vehicles, grants, or cooperative agreements
