About the role

Key responsibilities & impact

Oversee and secure the local authority’s accounting execution process
Manage a team of five employees
Supervise and coordinate the Central Accounting team
Oversee the accounting execution process, from invoice processing through payment authorization
Lead year-end closing activities
Monitor accounting discrepancies
Coordinate relations with the Accounting Management Service (SGC)
Lead internal accounting controls and process security
Implement corrective actions
Supervise matters relating to petty cash and revenue offices, VAT, and fee-related resolutions
Contribute to the preparation of the Single Financial Statement
Participate in the modernization of financial tools and procedures
Support operational departments in adopting accounting procedures and best practices
Benefit from a handover period and ensure the transfer of knowledge and files when taking up the position

Requirements

What you’ll need

Bachelor’s degree or higher in finance, accounting, or management
Initial experience in local public-sector finance would be an advantage
Proficiency with Microsoft Office applications
Proficiency with BusinessObject
Good knowledge of the budgetary and accounting rules applicable to local authorities (M57 framework)
Knowledge of ASTRE/Nexpublica software is an advantage
Rigorous and reliable
Ability to organize work, manage priorities, and work methodically
Strong listening skills and interpersonal abilities
Ability to work as part of a team and contribute to a constructive, collaborative dynamic
Discretion and respect for confidentiality
Professional handling of entrusted information
Curious and able to make proactive recommendations
Appointment within the territorial attaché civil service framework
