About the role

Key responsibilities & impact
  • Lead telecommunications infrastructure licensing processes with municipal governments, regulatory bodies, and relevant authorities
  • Ensure compliance with legal, regulatory, and environmental requirements for site deployment
  • Prepare, submit, and track technical and regulatory documentation
  • Monitor processes, manage outstanding issues, and expedite approvals to reduce the risk of delays
  • Manage statutory and regulatory deadlines, ensuring visibility across the licensing pipeline
  • Proactively identify bottlenecks, obstacles, and optimization opportunities
  • Maintain relationships with public authorities, consulting firms, suppliers, and internal teams
  • Support negotiations, technical clarifications, and issue resolution to obtain licenses
  • Monitor regulatory process performance indicators
  • Prepare management analyses and reports to support decision-making and prioritize network expansion
  • Contribute to the predictability, scalability, and smooth execution of Vivo’s infrastructure expansion program

Requirements

What you’ll need
  • Bachelor’s degree in Business Administration, Law, Engineering, Architecture, Urban Planning, Public Administration, Telecommunications, or a related field
  • Experience with licensing processes involving municipal governments, public authorities, regulatory bodies, and utility concessionaires, preferably in infrastructure, telecommunications, energy, or construction projects
  • Experience tracking administrative processes, managing documentation, monitoring regulatory deadlines, and liaising with municipal, state, and federal authorities
  • Knowledge of legislation and processes applicable to infrastructure and telecommunications licensing
  • Experience managing regulatory and administrative processes, ensuring compliance, traceability, and adherence to deadlines
  • Ability to analyze and manage technical, legal, and regulatory documentation
  • Experience monitoring and managing performance indicators related to licensing, productivity, lead time, and backlog
  • Ability to identify and mitigate regulatory risks
  • Institutional relationship management with public authorities, concessionaires, consulting firms, and external partners
  • Strong organizational and prioritization skills, with the ability to manage and track a high volume of processes simultaneously
  • Advanced Microsoft Office skills, especially Excel and PowerPoint
  • Power BI for performance indicators, dashboards, and analysis
  • Knowledge of the Microsoft 365 ecosystem, including Teams, SharePoint, Outlook, and OneDrive
  • Familiarity with process management, workflow, and document control tools
  • Basic knowledge of process automation using Power Automate or similar tools
  • Basic knowledge of Generative AI applied to the corporate environment is preferred
