About the role

Key responsibilities & impact

Lead development initiatives to architect, design, develop, and deliver mission-critical solutions
Document technical design specifications and workflows
Plan and coordinate reviews and approval of technical deliverables
Write and review designs and deliverables for IT solutions
Occasionally perform development tasks to support the team
Participate in budget development, statements of work, and procurement
Provide technical consultation and oversight on complex projects
Lead teams in developing and documenting new processes
Translate complex requirements into software designs
Direct developers on new projects and enhancements
Lead technical planning and development of new applications
Advise stakeholders and provide technical consulting
Analyze data and monitor system performance
Assess project feasibility and define technical requirements
Lead agency- and state-level security design reviews
Ensure compliance with technical audits and implement corrective actions
Collaborate on staffing and resourcing
Support interface and data conversion planning and execution
Establish policies, procedures, standards, and technical guidance
Guide teams on technologies and tools
Oversee application development throughout the lifecycle
Ensure code and security reviews are conducted
Align development with the IT strategic roadmap and architecture
Oversee solution delivery and release quality
Coordinate with vendors to align technical solutions with HBE standards
Evaluate emerging technologies such as PaaS and DevSecOps
Lead proofs of concept and feasibility studies
Coach and educate team members
Liaise among system integrators, business staff, state agencies, and partners
Collaborate across IT functions to resolve system issues
Translate system requirements into technical solutions
Perform other duties as assigned

Requirements

What you’ll need

10+ years in IT project development
Experience with cloud solutions and architecture, DevOps/CI-CD, and Agile (SCRUM/KANBAN)
4+ years of experience planning technical architecture and implementation
2+ years in architecture roles
Experience with enterprise object-oriented systems and architecture
Leadership, mentoring, communication, project management, and technical analysis skills
Experience managing development teams and working across departments
Experience in DevSecOps and security compliance
Knowledge of audit and risk assessment processes and development best practices
Experience creating policies and procedures and providing technical guidance
Experience with SDLC and Agile methodologies
Experience in strategic planning and architectural design
Experience in quality assurance and stakeholder expectation management
Experience implementing CI/CD methods and managing software releases
Experience with cloud-native tools and Azure PaaS
Experience working with enterprise architecture teams
Experience driving innovation with Cloud, Agile methodologies, and DevSecOps
Experience in enterprise architecture, systems analysis, architecture, and design
Desired: hands-on development experience with Docker and AKS
Desired: experience with REST, SFTP, and EDI integration technology
Desired: vendor management, performance monitoring, project planning, team building, employee performance management, problem-solving, and cross-team coordination
Successful criminal background screening required for final candidates
