About the role
Key responsibilities & impact- Manage the BT Openreach contract relationship and ensure compliance with PIA regulations and Streetworks governance
- Lead and develop the PIA & Streetworks team
- Safeguard relationships with infrastructure licence owners and maintain business-to-business relationships
- Manage PIA submissions, approvals, and compliance audits
- Oversee permit fees, fines, defect charges, cost recoveries, and financial compliance
- Maintain relationships with Local Authorities and ensure compliance with permit schemes, Section restrictions, and Traffic Management Act requirements
- Oversee BTOR and third-party contractor agreements, service levels, cost control, and performance metrics
- Act as the escalation point for PIA and Streetworks issues, troubleshooting and resolving problems
- Monitor industry regulations and best practices and provide compliance, risk, and opportunity reports
- Train and guide the team on regulatory processes and operational best practices
- Implement process improvements across PIA, Streetworks, build assurance, build, and customer connection workflows
- Implement Wildanet people and safety policies and procedures
- Maintain regulatory adherence, reduce fines and penalties, ensure timely permit and NOI submissions, and maintain accurate PIA reporting, forecasting, and Dynamics records
- Ensure PIA projects meet NOI timescales, licence quality thresholds, SLAs, and performance targets
Requirements
What you’ll need- NRSWA (New Roads and Street Works Act) Supervisor or Operative accreditation
- Understanding of CDM (Construction Design and Management) Regulations 2015 and their application in telecoms infrastructure
- Compliance with UK planning, environmental, and safety laws applicable to PIA and streetworks
- Accreditation in Street Manager or other permitting systems
- Minimum 2 years’ experience managing PIA infrastructure, Streetworks compliance, and governance
- Proven track record in UK Streetworks legislation and telecoms infrastructure assurance
- Experience liaising with local authorities, obtaining permits, and ensuring noticing compliance
- Ability to identify and resolve project challenges in time-critical environments
- Coaching for improvement and maintaining quality standards
- Proficiency in network design software and GIS systems
- Expert knowledge of Openreach processes, procedures, and accreditation requirements
- Strong IT skills, particularly in Excel and Microsoft 365
- Experience managing external contractors (NEC3)
- Line management experience with small to medium-sized teams
- Strong IT literacy with significant experience in a tech-driven role
- Cross-department collaboration and management of multiple stakeholders
- Ability to read and interpret complex technical documents and processes
- Experience in PIA operations within an Alt-Net environment
- Expertise in data integrity and validation within a digital CRM system
- Strong communication, organisational, problem-solving, and stakeholder-management skills
- In-depth knowledge of Openreach PIA regulations and compliance requirements
- Extensive experience in PIA administration
- Awareness of FTTP network infrastructure build programs
- In-depth understanding of UK Streetworks legislation, including NRSWA and TMA
- Familiarity with permit schemes, noticing, and coordination with local authorities
- Contract management experience
