About the role
Key responsibilities & impact- Lead design, engineering, development, and deployment of software supporting the DIA-NMEC DOMEX Technology Platform
- Decompose high-priority product-roadmap requirements into delivered solutions
- Execute requirements analysis, design, system integration, and system testing
- Lead an application team maintaining continuous software enhancements and deployments
- Manage risks, escalate impediments, and drive continuous process improvement
- Manage, direct, coordinate, and technically guide the team’s development efforts
- Plan, design, and oversee implementation of software development solutions
- Support feature and requirements analysis, implementation planning, integration and testing, sustainment, documentation, deployment, and system assessment
- Collaborate with development teams to create integrations with other systems and applications
- Develop, manage, and improve the Agile Scrum team backlog
- Update and prioritize stories and epics based on stakeholder feedback
- Support SAFe program increment planning and execution using GitLab work tickets and program/system documentation
- Lead and participate in Agile ceremonies, including standups, planning, reviews, and retrospectives
- Identify and remove impediments and dependencies
- Refine backlog items, acceptance criteria, and complexity estimates
- Accept or reject completed work against defined acceptance criteria
- Lead backend system and service design and architecture
- Drive scalability, reliability, and performance initiatives
- Develop and review requirements, design, architecture, and RFC documentation
- Coordinate automated system integration testing with the Test Team
- Manage project priorities, deliverables, and deadlines
- Provide software-component input on system design, trade-offs, reuse, COTS/GOTS, and requirements synthesis
- Foster collaboration to deliver quality products and services
- Mentor mid-level and junior engineers
Requirements
What you’ll need- BS in Engineering, Computer Science, Systems Engineering, or related field and 12–15 years of prior relevant experience, or a Master's degree with 10–13 years of prior relevant experience
- Additional years of experience in lieu of degree are acceptable
- Active Top Secret security clearance with the ability to obtain and maintain TS/SCI with Polygraph
- Software development experience in Java or Python
- Experience as a Systems Engineer, Product Owner, or similar role in an Agile software development team
- Experience with requirements and design documentation, including process flow diagrams
- Ability to break down complex problems into actionable steps
- Experience managing and prioritizing product backlogs
- Strong understanding of Agile methodologies
- Experience with GitLab, Jira, and Confluence
- Experience facilitating Scrum ceremonies, including planning, retrospectives, grooming, and reviews/demos
- Excellent verbal and written communication skills for technical and non-technical audiences
- Ability to work cross-functionally with engineering, design, and project management teams
- Ability to manage expectations and maintain relationships with government and contractor stakeholders
- Preferred: Kafka or other message-passing systems
- Preferred: production/enterprise systems
- Preferred: cloud infrastructure
- Preferred: Appian or other low-code technologies
- Preferred: PostgreSQL, Docker/containerization, CI/CD, GraphQL, Keycloak, Kubernetes, Elasticsearch, Terraform, Pulumi, AWS, distributed systems, and automated testing
