About the role
Key responsibilities & impact- Manage, direct, coordinate, and provide technical direction for team development efforts
- Plan, design, and oversee implementation of software development solutions
- Execute systems engineering activities including requirements analysis, design, implementation planning, integration and testing, sustainment, documentation, deployment, and system assessment
- Ensure sound engineering practices and guide policy application
- Develop knowledge of government business processes and provide recommendations
- Collaborate with development teams on high-value system integrations
- Develop, manage, and improve an Agile Scrum team backlog
- Prioritize stories and epics based on stakeholder feedback
- Support SAFe program increment planning and execution using GitLab and collaboration software
- Lead and participate in Agile ceremonies
- Track sprint and increment progress and remove impediments and dependencies
- Refine backlog items, acceptance criteria, and complexity estimates
- Accept or reject completed work against acceptance criteria
- Lead backend systems and services design and architecture
- Drive scalability, reliability, and performance initiatives
- Develop and review requirements, design documents, RFCs, and architecture reviews
- Coordinate automated system integration testing with the Test Team
- Manage project priorities, deliverables, and deadlines
- Provide software component input for system design, trade-offs, reuse, COTS/GOTS, and requirements synthesis
- Foster collaboration to deliver quality products and services
- Mentor mid-level and junior engineers
Requirements
What you’ll need- BS in Engineering, Computer Science, Systems Engineering, or related field and 12–15 years of prior relevant experience, or Master’s with 10–13 years of prior relevant experience
- Additional years of experience in lieu of degree are acceptable
- Active Top Secret security clearance with ability to obtain and maintain TS/SCI with Polygraph
- Software development experience in Java or Python
- Experience as a Systems Engineer, Product Owner, or similar role in an Agile software development team
- Experience with requirements and design documentation, including process flow diagrams
- Experience managing and prioritizing product backlogs
- Strong understanding of Agile methodologies
- Experience with GitLab, Jira, and Confluence
- Experience facilitating Scrum ceremonies
- Excellent verbal and written communication skills
- Ability to work cross-functionally with engineering, design, and project management teams
- Ability to manage expectations and maintain relationships with government and contractor stakeholders
- Preferred: Kafka or other message-passing systems, production/enterprise systems, cloud infrastructure, Appian or low-code technologies, PostgreSQL, Docker/containerization, DevOps and CI/CD, GraphQL, Keycloak, Kubernetes, Elasticsearch, infrastructure-as-code, AWS, distributed systems, automated testing, and mentoring/technical project leadership
