About the role
Key responsibilities & impact- Lead AbbVie’s government affairs and market access strategy for Oncology products across Quebec and Atlantic Canada
- Develop and execute regional government affairs, health policy, and market access strategies
- Secure and maintain market access and optimal reimbursement for oncology products with provincial payers and cancer agencies
- Build and manage relationships with ministers’ and premiers’ offices, deputy ministers, senior civil servants, policymakers, public and private payers, drug plan managers, and health policy influencers
- Monitor legislation, regulations, and policy developments; identify barriers and opportunities; develop timely responses and policy recommendations
- Influence provincial legislation, regulation, and policy through stakeholder engagement strategies based on AbbVie’s clinical, policy, economic, and patient value propositions
- Develop annual regional customer plans, track execution and impact, and align with national priorities
- Collaborate with Market Access, HEOR, Medical, patient engagement, communications, Commercial, and cross-functional brand teams
- Support provincial patient evidence submissions and advocacy initiatives
- Lead multi-stakeholder projects addressing policymaker and public payer priorities
- Provide policymakers and drug plan managers with clinical, health economic, outcomes research, and real-world evidence
- Represent AbbVie on provincial and regional biopharmaceutical industry committees and provincial life sciences organizations
- Manage regional brand and corporate budgets and support financial planning cycles
Requirements
What you’ll need- Bachelor's degree in business, commerce, science, public policy, health administration, or a related discipline
- 10+ years of relevant experience in government affairs, market access, public or health policy, consulting, or the public sector/government
- Demonstrated success influencing legislation, regulation, health policy, or public reimbursement decisions
- Strong policy analysis skills and ability to assess proposed legislation and health policies and respond quickly and effectively in writing
- Deep understanding of the Canadian healthcare and reimbursement landscape, including provincial governments, public drug plans, private payers, Canada's Drug Agency, INESSS, and related drug approval and funding processes
- Experience engaging senior stakeholders and payers in Quebec and Atlantic Canada
- Understanding of health economics, pharmacoeconomics, outcomes research, and real-world evidence principles
- Ability to foster strategic partnerships with external stakeholders
- Exceptional government and stakeholder relationship management skills
- Strong policy judgment and ability to anticipate and shape the external environment
- Ability to convert business and brand priorities into strategic government affairs and market access plans
- Ability to develop compelling value propositions for policymakers, payers, and public healthcare stakeholders
- Excellent written, verbal, presentation, negotiation, and strategic planning skills
- Strong cross-functional collaboration and influencing capabilities
- Strong storytelling and communication skills
- Ability to operate effectively in a complex, fast-paced, highly regulated environment
- Proficiency with Microsoft Office and comfort using AI tools
- Valid driver's license and passport required
- Advanced English skills required
- French required
- Ability to work effectively in a matrix environment
