About the role

Key responsibilities & impact
  • Support implementation of solutions for public sector organizations
  • Identify and analyze customer business requirements and assess effective use of technology
  • Make recommendations regarding process solutions
  • Identify core business needs and document concepts of operation, briefings, user stories, and business rules
  • Construct workflow diagrams, create as-is and future-state process maps, and provide gap analysis in an Agile environment
  • Collaborate and consult with staff and stakeholders
  • Serve as primary point of contact for development and lead project/implementation engagements
  • Translate complex business processes into actionable user stories and acceptance criteria
  • Document workflows and user stories using standard flowcharting tools and methods
  • Facilitate requirements elicitation through interviews, meetings, surveys, document analysis, site visits, use case analysis, and workflow analysis
  • Liaise between external/internal stakeholders and development staff through system analysis, design, configuration, testing, and maintenance
  • Lead implementation and support of applications and integration components
  • Perform quality assurance and quality control activities across multiple projects
  • Maintain project documents, dashboards, status reports, issue and resolution logs, and change-control documents
  • Provide client support during and after implementation
  • Perform analysis, ad-hoc reporting, and research for operational and strategic decisions
  • Contribute to project plans and smaller-scope projects
  • Perform other duties as assigned

Requirements

What you’ll need
  • Bachelor’s degree in computer science, information technology or a related field, or college level coursework or equivalent combination of education/experience
  • Experience in analyzing, designing, testing, and documenting production systems
  • Three years of experience in business process analysis, application implementations and training, project coordination/management and business-related experience
  • Agile development experience, including continuous integration/continuous delivery, backlog refinement, and retrospectives
  • Business analysis expertise, such as awareness of the BABOK guide
  • Knowledge of project coordination/management methodology, standards, and best practices
  • Knowledge of quality assurance best practices
  • Proficiency with Microsoft Office Tools (Word, Excel, Outlook, PowerPoint)
  • Knowledge of Software Development Life Cycle and development concepts
  • Basic understanding of COBOL and/or AI tools in IBM’s iServer environment
  • SQL Server and/or DB2 database experience
  • Excellent interpersonal, written, and oral communication skills
  • Ability to facilitate working meetings, elicit information, and facilitate shared understanding and technical solutions
  • Critical thinking and business process documentation skills
  • Ability to prioritize and multitask in a fast-paced environment
  • Ability to present technical and non-technical information to stakeholder groups
  • Effective time management to meet deadlines
