About the role
Key responsibilities & impact- Coordinate and recruit members for the Emergency Behavioral Health Team from DHS staff, provider agencies, and community partners
- Host quarterly Emergency Behavioral Health Team meetings
- Support professional development through emergency/disaster behavioral health trainings
- Coordinate supportive services for individuals experiencing crisis or trauma related to disasters or other traumatic events through in-person, phone, text, and email support
- Respond to natural or manmade disasters when activated by authorized emergency response entities
- Support the DHS Disaster Response and Outreach Supervisor in emergency planning and response operations
- Attend Healthcare Coalition, Local Emergency Planning Committee, Region 13, and VOAD meetings for multi-agency coordination
- Acquire and maintain required Incident Command Structure certifications and follow ICS protocols during response activities
- Conduct ClientView searches to identify disaster-affected individuals active in DHS programs and connect victims with appropriate services and resources
- Serve as the primary point of contact for disaster response when the DHS Disaster Response and Outreach Supervisor is absent
- Maintain DHS disaster response logs and reports
- Coordinate essential supplies, including clothing, food, and hygiene kits, for disaster-affected individuals
- Participate in special projects and cross-department initiatives as directed
- Provide backup to the Safety/Security team for on-call coverage and additional holiday coverage days on a rotating basis
- Perform additional duties as required by the employer
Requirements
What you’ll need- High School Diploma/equivalent
- Knowledge, skills, and/or experience in social or case work, community outreach, therapy/counseling, trauma informed care, recovery, grief, etc.
- Act 33 and 34 and FBI clearances
- Valid driver’s license and access to a reliable vehicle
- Excellent organizational skills; detail oriented and conscientious about quality of work
- Strong computer skills, including proficiency with Microsoft software; report writing, data collection, and data organization
- Ability to work independently, problem solve effectively, and apply knowledge of quality standards, population needs, and Allegheny County operating practices
- Ability to multitask, prioritize, and execute tasks in high-pressure environments while maintaining a calm, professional demeanor
- Strong verbal de-escalation skills for high-stress or crisis situations
- Ability to complete Pennsylvania’s Emergency Behavioral Health (EBH) Responder credential within the first year of hire, including Psychological First Aid, FEMA IS-100, IS-200, IS-700, EBH Responder Training Course, Addictions 101, and PA-EBH Crisis Counseling Assistance and Training Program “Just-in-Time Training” Sections 1–4
- Proficiency with TRAINPA and familiarity with SAMHSA’s Disaster Technical Assistance Center website and app
- Ability to complete required Emergency Management and Disaster Response coursework, including IS-29, IS-100, and G-191
- Ability to work outside normal business hours and on weekends and holidays
- Knowledge of behavioral/mental health conditions and verbal de-escalation techniques preferred
- Knowledge of Allegheny County preferred
