About the role

Key responsibilities & impact
  • Develop and execute a multi-year federal growth strategy
  • Advise the executive team on market priorities, investment decisions, competitive positioning, opportunities, risks, and resources
  • Establish business development objectives, budgets, pursuit priorities, and performance targets
  • Translate strategic goals into account, capture, teaming, and proposal plans
  • Build relationships with federal customers, acquisition stakeholders, prime contractors, small-business partners, and industry leaders
  • Develop account plans for priority agencies and identify missions, budgets, timelines, incumbents, decision-makers, and competitive dynamics
  • Create and sustain a qualified pipeline of prime and subcontract opportunities
  • Lead strategic outreach, capability briefings, industry days, conferences, and market-shaping activities
  • Own pipeline quality, opportunity qualification, probability assessments, forecasting, and bid/no-bid reviews
  • Serve as capture lead or executive sponsor for priority pursuits through award
  • Define capture plans, milestones, decision gates, budgets, and ownership
  • Oversee proposal strategy and development, including solutioning, reviews, compliance, content, pricing, and final bid decisions
  • Develop and manage teaming relationships and negotiate business terms and workshare positions
  • Build strategies for existing and new contract vehicles
  • Support post-award handoff, recompete readiness, organic growth, and past performance
  • Oversee securing and management of certifications and contract vehicles
  • Lead, coach, and develop the Business Development Specialist and other assigned resources
  • Create scalable business development, capture, proposal, and knowledge-management processes
  • Maintain data quality, procurement-sensitive information, document control, compliance, and executive decision-making
  • Select and manage market-intelligence, CRM, proposal-management, and related tools
  • Provide strategic communications, project management, public outreach, and marketing strategy services to public and private sector clients

Requirements

What you’ll need
  • 12+ years of progressive experience in federal business development, capture, account management, proposal leadership, or closely related functions
  • Experience leading growth for a government contractor
  • Demonstrated record of identifying, shaping, capturing, and winning federal prime or subcontract opportunities
  • Strong understanding of the federal acquisition lifecycle, agency budgeting and procurement practices, contract vehicles, competitive positioning, and small-business contracting programs
  • Established relationships within relevant civilian or defense markets
  • Experience leading capture teams and complex proposals
  • Experience building and managing qualified pipelines, account plans, capture plans, business development budgets, and executive forecasts
  • Excellent executive communication, negotiation, presentation, writing, and relationship-management skills
  • Sound business judgment, financial awareness, discretion, and ability to balance growth with delivery capacity, profitability, and risk
  • Ability to lead strategically while performing hands-on work
  • Proficiency with Microsoft Office and collaborative document-management tools
  • Reliable internet connection and phone service
  • BS/BA in business, communications, public administration, government contracting, or related field preferred, or equivalent combination of education and relevant experience
  • APMP, NCMA, Shipley, or related training or certification is a plus
