About the role
Key responsibilities & impact- Travel to properties and conduct on-site physical reviews of multi-family properties for compliance with HUD regulations
- Audit tenant files, EIV records, and Section 8 HUD vouchers
- Review property documents, common areas, and vacant units, documenting building conditions
- Prepare and issue comprehensive final reports after each audit
- Provide feedback and follow-up to owners and management agents to resolve findings and deficiencies
- Identify and address development-operation issues, management deficiencies, excessive vacancies, and other review findings
- Travel within Washington and occasionally out of state; arrange airfare, hotels, and rental cars
- Reconcile credit card statements, submit travel vouchers, and complete contingency fees
- Back up Compliance/Occupancy Specialists I and II as needed
- Interact with owners and management agents regarding HUD handbooks, housing notices, and guidebooks
- Research property specifications and applicable HUD regulations
- Prepare or review required MOR documents, property-specific checklists, desk reviews, and tenant files
- Prepare cheat sheets and MOR reports for delivery to owners, agents, and HUD
- Create and review quarterly Work Plans submitted to HUD
- Review and respond to MOR responses from owners and agents
- Train new hires, internal staff, and owners/agents by developing and presenting materials
- Research and respond to questions from HUD asset managers
- Perform other duties as assigned
Requirements
What you’ll need- Bachelor's degree required in Business, Public Administration, Accounting, Communications, or related field
- At least 4 years of experience in affordable housing or public housing programs with demonstrated ability to understand HUD forms and handbooks, or at least 5 years managing residential properties with responsibility for auditing residential records for program compliance
- At least 3 years of experience working directly face-to-face with diverse customers and composing detailed professional documents, letters, memos, and reports
- A Multi-family Housing Occupancy certification or similar certification is required
- Intermediate proficiency with Microsoft Office, including Word, Excel, and Outlook
- Valid driver's license and insurability under BHA's auto insurance policy
- Ability to drive several hours per day
- Must participate in regional and overnight travel, including out-of-state travel, as needed
- Adequate home Internet connectivity, such as broadband cable Internet
- Designated home office space with desk, chair, and personal office supplies
- Ability to comprehend complex technical knowledge and terminology of Project-Based Section 8 housing programs and applicable federal, state, and local laws within the first six months
- Ability to perform required physical activities, including on-site property reviews, stair climbing, reaching, squatting, and occasionally lifting up to 20 pounds
