About the role

Key responsibilities & impact
  • Prepare and issue/execute subcontract plans, requests for information/quote/proposal, and subcontract awards
  • Acquire technically complex or commercially risky goods and services supporting programs and organizational objectives
  • Develop, execute and manage subcontract evaluations, analyses, negotiation plans and documentation
  • Ensure compliance with FAR, DFARS, Public Law and company policies and procedures
  • Implement effective and compliant acquisition practices
  • Utilize internal resources and monitor, manage and control supplier and subcontractor cost and performance
  • Coordinate with and manage suppliers/subcontractors to ensure adherence to contractual requirements
  • Prepare and maintain subcontract-related documentation and records
  • Control, monitor and manage subcontractor performance on behalf of the corporation
  • Manage time and occasionally conflicting priorities to meet or exceed program, company and customer requirements

Requirements

What you’ll need
  • BA or BS in Business, Finance, Operations Management, or related field, or minimum nine (9) years’ experience in subcontracts administration/management
  • Directly related flight simulation subcontracts/supplier management experience may substitute on the basis of .75 to 1
  • Effective understanding of program management budgeting and scheduling tools
  • In-depth understanding of the procurement process within and outside the defense aerospace environment
  • Experience with FAR Part 15 cost/price analysis of supplier proposals, including schedule and technical changes
  • Ability to apply basic measurement standards to determine and assess changes in performance
  • Experience with subcontract management and file documentation compliant with required elements for a successful Contractor Purchasing System Review (CPSR)
  • Working knowledge of FAR, DFARS and applicable Public Law (TINA, CAS, DPAS, Debarment) preferred
  • Prior experience working with engineering to develop effective requirements definition preferred
  • At least 10 years’ experience in federal contracting preferred
  • Ability to collaborate with internal customers and stakeholders preferred
  • Must comply with company security and data protection/usage policies and procedures
  • Eligible for DoD Personal Security Clearance
  • Only U.S. citizens are eligible for this role due to U.S. Government contract requirements
