About the role
Key responsibilities & impact- Serve as the enterprise-wide legal subject matter expert on business credit antidiscrimination, CRA, HMDA, and Small Business Data Collection under Section 1071 of the Dodd-Frank Act
- Advise Capital One’s Small Business and Commercial Banks, Card, and Community Finance businesses and related support departments on fair lending initiatives
- Support Fair and Responsible Banking Compliance and Global External Affairs in implementing fair lending, CRA, and HMDA compliance management programs
- Lead internal and external legal advocacy efforts related to CRA, HMDA, and Section 1071 rulemakings
- Provide consumer fair lending legal counseling as needed
- Work with business credit and operations teams, Compliance, and the Legal department to manage compliance, litigation, and brand risk
- Serve as business counsel to the Community Impact & Investment Team, including leading legal support for Capital One’s $265 billion Community Benefits Plan
Requirements
What you’ll need- Juris Doctorate from an accredited law school
- Active member in good standing of at least one state bar
- At least 8 years of experience as an attorney in a law firm environment, government agency, as a military judge advocate, or as in-house counsel
- 10+ years of experience as an attorney working on commercial or consumer regulatory matters (preferred)
- Thorough knowledge of ECOA, the Fair Housing Act, CRA, HMDA, and accompanying regulatory lending laws and regulations (preferred)
- Financial services industry knowledge and expertise, including regulatory requirements relating to business credit products and services (preferred)
- Strong legal and analytical skills
- Ability to navigate novel legal and business situations
- Ability to manage a wide range of projects simultaneously
- Ability to build effective relationships with business clients, attorneys, project managers, and corporate compliance professionals (preferred)
- Ability to prioritize and manage significant volumes of legal questions across multiple simultaneous deadlines (preferred)
- Ability to rapidly synthesize new information and make well-grounded decisions (preferred)
- Strong oral communication skills and ability to influence others (preferred)
- Strong legal writing skills, including drafting comment letters or regulatory advocacy documents (preferred)
