About the role

Key responsibilities & impact
  • Support development and implementation of agency-wide strategies, standards, tools and best practices for Cash and Market Based Programming
  • Help ensure cross-sectoral integration of gender, protection mainstreaming and disaster risk reduction
  • Provide programmatic and operational technical solutions to Country Program teams remotely and on-site
  • Advise on strategic planning, standards, best practices, partnership principles, tools and monitoring and evaluation
  • Contribute to or lead technical design for proposals and support proposal preparation, design, submission and approval
  • Act as a technical writer on proposal development teams as needed
  • Advise project teams on integrating donor strategies, priorities and technical requirements
  • Support capacity strengthening through learning and training strategies, curricula, trainings, workshops, coaching and mentoring
  • Collect and analyze program data and share lessons learned and best practices
  • Contribute to the Cash and Market Based Programming learning agenda
  • Maintain relationships with donors, peer organizations, research and other institutions
  • Participate in Cash and Market Based Programming forums
  • Support Country Programs and partners in strengthening cash readiness
  • Support development of capacities, identification of cash delivery mechanisms and Financial Service Providers, SOPs and tools
  • Support design and implementation of pilot cash programs
  • Collaborate with internal HRD, regional and Country Program staff and external partners, donors and peer agencies

Requirements

What you’ll need
  • Bachelor's Degree in humanitarian assistance, social policy, economics or related field required
  • Minimum of five-eight years relevant work experience with progressive responsibilities, ideally with an international NGO
  • Minimum of two years relevant emergency response and field-based experience in cash and market-based programming, including protracted and rapid onset crisis contexts
  • Experienced trainer in CVA Programming
  • Knowledge of technical principles and concepts in cash and market-based programming, including multiple CVA delivery mechanisms
  • Demonstrated experience designing CVA Programs, particularly for US Government funding
  • Experience designing and implementing Multi-Purpose Cash Assistance (MPCA) or sectoral cash and voucher programs related to Food Security, Livelihoods, Shelter or WASH sectors
  • Knowledge of and experience conducting market assessments and response analysis to inform modality decisions
  • Experience in innovative project design for rapid response with market-based programming in diverse contexts
  • Experience in proposal development for government and/or private donors
  • Knowledge of capacity strengthening and technical accompaniment best practices
  • Experience and skills in networking and relations with donors, peer organizations, faith-based and civil society partners
  • Understanding of partnership principles
  • English and Spanish required
  • Willingness and ability to travel up to 50%, including at short notice and to emergency situations
  • Proficiency in MS Office packages (Excel, Word, PowerPoint), data analytics and Power BI preferred
  • French, Portuguese and Arabic highly desired
  • Master's Degree in humanitarian assistance, social policy, economics or related field is an advantage
  • Ability to legally work where the position is performed
  • Successful candidates requiring residence or frequent travel outside a home country must clear pre-employment medical clearance
  • Successful candidate must sign and adhere to CRS' Code of Conduct
