About the role
Key responsibilities & impact- Manage, oversee, and direct code enforcement activities to ensure accuracy, accountability, and efficiency
- Establish short-, mid-, and long-term goals and objectives
- Develop and/or approve schedules, priorities, standards, policies, procedures, and directives
- Coordinate, monitor, and evaluate code compliance operations and activities
- Manage quality and accuracy in reporting and ensure excellent inspection, code enforcement, and customer service
- Develop, prepare, manage, and implement the division budget
- Review budget submissions and provide recommendations
- Handle City Council, City Manager’s Office, and management requests
- Determine contract spending, vendor payments, and billing activities affecting the budget
- Perform, direct, and participate in code compliance and enforcement projects
- Oversee code compliance documents and operating budget
- Audit inspections and respond to Auditor requests
- Provide training and ensure code enforcement personnel remain properly certified and current
- Represent the department to City departments, elected officials, outside agencies, and other stakeholders
- Explain, justify, and defend department activities, policies, and reporting
- Negotiate and resolve sensitive, significant, and controversial issues or financial discrepancies
- Attend City Council and legislative hearings and take necessary action
- Perform other assigned work
Requirements
What you’ll need- Bachelor’s degree in any field, or listed equivalencies: high school diploma/GED plus eight years of required experience; associate degree plus six years of required experience; or master’s degree or higher plus two years of required experience
- Four years of experience in interpreting and/or enforcing city, county, state, or federal codes; business/public administration; policy implementation; regulatory compliance; legal or paralegal work; or urban planning
- Two years of supervisory/project management experience involving at least two specified areas; this may be included in the required experience above
- Valid and current driver's license with good driving record
- Must have or be able to obtain certification as a Registered Code Enforcement Officer within six months of appointment
- Knowledge of accounting, billing, budgeting, procurement, and financial analysis
- Knowledge of City department organization, functions, financial administration, and authority
- Knowledge of pertinent federal, state, and local laws, ordinances, statutes, and regulations
- Ability to research extensively and resolve financial discrepancies
- Ability to analyze problems, identify alternative solutions, project consequences, and implement recommendations
- Ability to respond to community and City Council issues, concerns, and needs
- Ability to supervise, lead, and direct subordinate staff
- Ability to determine work procedures that improve workflow, efficiency, and operational effectiveness
- Effective oral and written communication
- Ability to establish and maintain effective working relationships
- English/Spanish bilingual skills are a plus
