About the role

Key responsibilities & impact
  • Maintain the complete, accurate, and current bureau-wide record of APS Addenda, Statements of Interest, applications, review stages, decisions, and awards
  • Coordinate schedules, documentation, communications, and workflows across concurrent APS processes
  • Maintain APS planning and master trackers, integrated calendars, selection logs, templates, checklists, correspondence, and process dashboards
  • Support Addenda development, clearance, publication, amendments, and Q&A cycles with version control
  • Monitor submission channels, retrieve submissions, assign tracking numbers, conduct completeness and administrative checks, and compile technical eligibility review results
  • Prepare TER summaries, acknowledgment receipts, applicant notifications, review rosters, scoring workbooks, orientation materials, and selection memorandum templates
  • Establish procurement-sensitive workspaces and track review completion, consensus sessions, scoring documentation, decisions, approvals, and notifications
  • Coordinate consultative program design schedules, participants, materials, deliverables, secure repositories, decisions, issues, and action items
  • Track directed NOFOs, full applications, award recommendation memoranda, reviews, clearances, notifications, and award documentation
  • Conduct data-quality checks and reconcile trackers against SharePoint, MyGrants, Grants.gov, selection records, and award documentation
  • Maintain standardized electronic files and archive records within established timelines
  • Produce portfolio metrics and analyses covering submission volumes, eligibility outcomes, review status, processing time, applicant characteristics, award distribution, and bottlenecks
  • Identify process gaps and recommend improvements to templates, trackers, workflows, and guidance
  • Support training, onboarding, and calibration by maintaining current job aids and process materials
  • Operate under the FA Hub APS Manager and coordinate with review panels, Grants Officers, technical offices, posts, facilitators, and authorized stakeholders
  • Preserve competition integrity, apply approved procedures consistently, and elevate issues involving eligibility, policy, selection, or award authority

Requirements

What you’ll need
  • Bachelor’s degree in public administration, international affairs, public health, business administration, data management, or a related field, or equivalent relevant professional experience
  • At least five years of progressively responsible experience supporting U.S. government foreign assistance, grants, cooperative agreements, and/or contracts
  • Experience managing high-volume, deadline-driven workflows with multiple concurrent workstreams and interdependent stakeholders
  • Strong proficiency in Microsoft Excel, including formulas, linked workbooks, data validation, filters, pivot tables, and quality control of large tracking datasets
  • Advanced proficiency in Microsoft Word, Outlook, Teams, and SharePoint, including document formatting, mail merge, version control, permissions, and records organization
  • Ability to produce accurate trackers, correspondence, review materials, summaries, and decision-support products
  • Working knowledge of federal assistance processes and the solicitation-to-award lifecycle
  • Ability to handle procurement-sensitive and other controlled information and comply with conflict-of-interest, non-disclosure, and access-control requirements
  • Strong written and oral communication skills
  • Ability to work independently, prioritize competing deadlines, and maintain accuracy in a high-tempo environment
  • French language fluency
  • U.S. citizenship with the ability to obtain and maintain a Secret Clearance required
  • Preferred: Experience supporting Department of State or another U.S. government foreign assistance program
  • Preferred: Familiarity with the Department of State Federal Assistance Directive, 2 CFR 200, Grants.gov, MyGrants, and federal records-management requirements
  • Preferred: Experience supporting technical eligibility reviews, merit review panels, consultative program design, NOFO development, or award recommendation processes
  • Preferred: Experience developing dashboards, automating routine reporting, or improving data and document workflows
  • Preferred: Knowledge of global health security, health diplomacy, or international health and development programs
  • Preferred: Spanish language fluency
