About the role

Key responsibilities & impact

Assess, improve, and implement enterprise technology solutions focused primarily on Public Safety systems and business processes
Support replacement of the client's Jail Management System
Collaborate with stakeholders, subject matter experts, technical teams, and vendors to validate and refine business requirements
Evaluate proposed solutions and support system integrations
Facilitate successful implementation of the new platform
Develop detailed functional and non-functional system requirements
Collaborate with development teams and vendors to design and evaluate system prototypes
Create unit and system testing scripts
Coordinate and facilitate User Acceptance Testing (UAT)
Analyze business processes, workflows, and data flows to identify inefficiencies and develop system designs, implementation roadmaps, and integration requirements
Gather, consolidate, document, and communicate stakeholder and SME information
Support high-level system design, software integration, testing, troubleshooting, and issue resolution
Support the full systems development life cycle through needs assessment, requirements analysis, solution design, testing, implementation, and post-production support
Provide consultation, technical assistance, and recommendations to agencies throughout project planning and implementation
Document requirements for enhancements, change requests, and break/fix activities
Develop and maintain reporting metrics related to system performance, operational efficiency, and process controls
Coordinate and conduct end-user training
Maintain comprehensive technical and business documentation
Provide customer service and maintain relationships with agencies, technical teams, and external vendors

Requirements

What you’ll need

U.S. Citizen or Greencard
Minimum of five (5) years of professional experience in systems analysis, change management analysis, project management, program analysis, or a closely related discipline
Demonstrated experience supporting Public Safety system implementations and post-production environments as a primary technical resource
Experience analyzing business processes, documenting requirements, and supporting complex technology implementations
Experience collaborating with business stakeholders, technical teams, and vendors throughout the systems development life cycle
Ability to develop detailed business requirements, functional specifications, system design documents, and testing documentation
Knowledge of information systems planning, development, implementation, and maintenance practices
Ability to assess technology initiatives and recommend solutions aligned with organizational objectives
Strong knowledge of business process analysis, requirements gathering, systems analysis, and process improvement methodologies
Ability to analyze and evaluate administrative and operational processes for automation and modernization
Experience developing business requirements documents, functional specifications, system design documentation, test plans, and testing scripts
Strong understanding of systems integration, data flows, and application development processes
Ability to evaluate the feasibility, suitability, and business value of proposed information technology projects
Experience supporting software testing, User Acceptance Testing (UAT), and post-production troubleshooting
Ability to translate complex business requirements into precise technical documentation for diverse audiences
Strong analytical, critical-thinking, troubleshooting, and problem-solving capabilities
Excellent verbal and written communication skills, including the ability to collaborate effectively with internal stakeholders, external clients, and vendors
Strong business process fluency and ability to identify underlying operational challenges and improvement opportunities
Ability to establish and maintain effective working relationships in a collaborative team environment
Strong organizational skills with the ability to manage competing priorities and support multiple project activities
Ability to develop and communicate reporting metrics related to system performance and business process effectiveness
Commitment to maintaining the security, integrity, and confidentiality of proprietary and sensitive information
Bachelor's degree in Business, Computer Science, or a related field from an accredited college or university
