About the role
Key responsibilities & impact- Lead institutional relationships with ministries, regulatory agencies, legislators, and other public authorities relevant to the business
- Represent Decolar before government authorities in meetings, hearings, and industry forums
- Build and maintain a network of relationships with decision-makers across all three branches of government and at the federal, state, and municipal levels
- Actively participate in industry associations, sector chambers, and strategic coalitions
- Coordinate legislative and regulatory monitoring in partnership with contracted public affairs consultancies/agencies
- Track bills, regulations, and regulatory changes that may affect Decolar’s operations
- Consolidate and translate complex information into executive reports featuring scenario analysis and strategic recommendations
- Maintain an up-to-date stakeholder map and priority regulatory agenda
- Identify and map regulatory risks and opportunities for the business
- Coordinate with Legal, Tax, Compliance, and Commercial teams to assess the impact of legislative and regulatory initiatives
- Facilitate alignment between technical teams and the Country Manager to define positions and strategies
- Engage the appropriate subject-matter experts in government interactions, depending on the topic
- Design and implement advocacy and institutional positioning strategies with public authorities
- Develop technical, economic, and social-impact arguments to support the company’s positions
- Develop public policy proposals and legislative amendments when necessary
- Build coalitions and alliances with companies and industry associations
- Work collaboratively with Legal, Tax, Compliance, Communications, Public Policy, and business leaders
- Report progress, risks, and opportunities to the Legal Director and Country Manager
- Train internal teams on relevant regulatory matters
- Document interactions and activities in accordance with compliance policies and corporate governance requirements
- Involve the Country Manager in high-impact strategic matters
Requirements
What you’ll need- Bachelor’s degree in Law, International Relations, Political Science, Public Administration, or a related field
- 7–10 years of solid experience in government relations, regulatory affairs, or public affairs
- Proven experience working with Brazil’s National Congress, ministries, and regulatory agencies
- Deep technical knowledge of government operations and legislative processes, including bill progression, parliamentary dynamics, and regulatory procedures
- Established network of relationships with public-sector decision-makers
- Excellent verbal and written communication skills, with the ability to translate complex technical topics into accessible language
- Advanced/fluent English for communication with headquarters and regional leadership
- Analytical and strategic mindset, with strong execution capabilities
- Autonomy, proactivity, and a sense of urgency
- Maturity to manage multiple stakeholders and align priorities in an evolving organizational structure
- Ability to work collaboratively in a cross-functional environment
- Preferred: prior experience at technology companies, fintechs, or digital platforms
- Preferred: knowledge of the tourism, travel, or e-commerce industries
- Preferred: experience at government relations consultancies
- Preferred: experience managing teams
- Preferred: advanced Spanish
