About the role

Key responsibilities & impact
  • Serve as the single point of accountability for delivery of HSIN Program and Stakeholder Engagement support services.
  • Manage and provide oversight of the entire contract, including quality assurance across team efforts and deliverables.
  • Develop and maintain staff onboarding materials using government-provided resources and guidelines.
  • Serve as the primary interface with the Government; attend weekly performance meetings and formulate and deliver action plans.
  • Prepare and deliver quarterly PMR presentations and ensure timely delivery of contract deliverables, including the PMP, Milestone Roadmap, Staffing Plan, Knowledge Plan, Quarterly Activity Status Reports, RAMR, and transition plans.
  • Define roles, responsibilities, schedules, and risk-mitigation strategies; manage integrated project schedules using government-defined tools.
  • Maintain product milestone schedules and support meeting management, scheduling, preparation, and documentation; participate in daily standups and weekly status meetings.
  • Manage the HSIN centralized documentation repository; utilize Jira and Confluence for task management and standups.
  • Prepare activity and division status reports; develop dashboards, presentations, metrics, and project trackers at programmatic and executive levels.
  • Communicate and coordinate with teams and stakeholders to improve HSIN products.
  • Lead transition-in activities so the contract team assumes full support responsibility within 30 days after award.
  • Ensure adherence to DHS standards, methodologies, configuration, and compliance, including Section 508 and DHS 4300A.
  • Interface through the COR with the DHS Office of the Chief Security Officer on physical, personnel, and information protection matters.

Requirements

What you’ll need
  • Minimum 10 years of relevant experience leading teams in project management and stakeholder management, outreach, product marketing, business development, process improvement, training, requirements gathering, and website design and maintenance.
  • Project Management Professional (PMP) certification or must obtain within six (6) months of entry on duty and maintain through the life of the contract.
  • Demonstrated ability to serve as the primary Government interface, prepare and deliver quarterly Program Management Reviews (PMRs), and ensure timely delivery of all contract deliverables.
  • Experience supporting security processing and interfacing with government security officials on physical, personnel, and information protection matters.
  • U.S. citizenship required; non-U.S. citizens, including Lawful Permanent Residents, are not permitted to access DHS IT systems under this task order.
  • Must obtain and maintain a favorable DHS suitability determination and background investigation (SF-86 via e-QIP, fingerprints, credit release); U.S. residency for at least three of the past five years.
  • Must pass DHS E-Verify employment eligibility verification.
  • Preferred: Change management experience with a large IT organization and system.
  • Strongly preferred: experience with Drupal-based websites or platforms, including content governance, how files are stored and shared, and platform capabilities and limitations.
  • Preferred: Active Secret clearance (or higher); prior DHS or homeland security program experience.
  • Preferred: Experience with Agile delivery and tools such as Jira, Confluence, and Microsoft Project/Teams.
  • Preferred: Bachelor's degree in a related field (business, management, IT, or communications).
  • Preferred: Familiarity with HSIN, including its governance documents, Privacy Impact Assessment, and Terms of Service.
