About the role

Key responsibilities & impact
  • Manage tender, evaluation, and acquisition processes
  • Research suppliers and markets and maintain understanding of the commercial environment to inform commercial strategies and sourcing plans
  • Advise on business cases for alternative sourcing models
  • Advise on policies and procedures covering tendering, supplier selection, and procurement
  • Negotiate with potential partners and suppliers, developing acceptance criteria and procedures
  • Oversee and measure fulfillment of contractual obligations
  • Use key performance indicators to monitor and challenge performance and identify opportunities for continual improvement
  • Develop strategies to address under-performance and compliance failures, including application of contract terms
  • Review and ensure compliance with organizational and legal policies and procedures
  • Work with complex procurement programs and activities
  • Build relationships and dependencies with business functions and providers
  • Record purchasing tasks and activities, including orders and bidding documents
  • Use procurement systems and tools
  • Ensure compliance with procurement regulations and contract specifications
  • Work under the direction of the Principal Contracting Officer, largely on own initiative

Requirements

What you’ll need
  • Currently active NATO SECRET security clearance
  • Bachelor's degree at a nationally recognised/certified university in a related discipline and 3 years post-related experience, or at least 10 years of extensive and progressive expertise in related duties in lieu of a university/college degree
  • Experience leading and optimizing complex acquisition, procurement, and contractual matters in a large international institution or large international private company
  • Experience at a significant level of responsibility performing pre-award and post-award contracting functions for high-value contracts involving complex systems-level acquisitions
  • Thorough understanding of competitive and sole-source procurement principles and practices, negotiation skills, cost and price analysis techniques, contract law, contract administration, industry practices, and fundamental logistics principles
  • Ability to work independently with minimal supervision directly with a project manager on complex, large systems-level acquisitions
  • Curiosity, learning agility, and collaborative working capabilities
  • Proven ability to communicate effectively orally and in writing, including presentations and briefs to upper management
  • Experience using automated tools such as e-procurement applications, procurement ERPs, automation tools, and Procure to Pay processes
  • English language proficiency
  • Desirable: experience in public/private commercial environments; international environments comprising military and civilian elements; knowledge of NATO responsibilities and organization
  • Highly desirable: public/private practitioner experience covering ICT, AI, cloud capabilities, secure data environments, and next-generation digital services
