About the role
Key responsibilities & impact- Lead a multi-million-dollar portfolio of corporate-funded, Department of Labor, and Department of Justice workforce programs
- Report to IWL’s Learning & Workforce Development Portfolio Director
- Manage activities and oversee program operations, strategic direction, business development, and compliance
- Provide leadership and technical direction to existing and new workforce projects
- Oversee staffing, scopes of work, timelines, budgets, and compliance with FHI 360 policies and procedures
- Coordinate management, compliance, performance, budget management, knowledge management, research, and best-practice systems
- Identify workforce development trends and position FHI 360 for public, private, and foundation investments
- Support capacity building and IWL strategic goals
- Develop process improvement initiatives and staff training
- Recommend solutions on strategy, operations, and business decisions
- Provide technical leadership in apprenticeships, pre-apprenticeships, credentialing/certifications, policy, and justice/reentry projects
- Guide development of frameworks, tools, resources, monitoring and learning approaches, and advocacy actions
- Launch new workforce projects and train staff on program design and implementation
- Ensure teams collect, document, and disseminate lessons learned and best practices
- Collaborate with FHI 360 and IWL leadership, donors, funders, partners, and government agencies
- Maintain relationships and communication in a matrixed project environment
- Supervise 10–15 staff members and facilitate their performance management and professional development
- Lead business development and proposal design for workforce development portfolio growth
- Identify workforce trends and funding opportunities across private-sector and US federal/state government sources
- Perform other duties as assigned
Requirements
What you’ll need- Master’s Degree or its International Equivalent in Civil Society, Communication and Social Marketing, Economic Development, Education, the Environment, Gender, Health, Nutrition, Public Affairs / Policy Studies, Research, Technology, Youth Development, or a Related Field
- 15+ years of relevant experience with project management principles and practices
- 8 years of demonstrated department-level leadership, strong business acumen, or supervisory experience
- Demonstrated experience in securing and implementing US workforce development projects, including design, management and implementation
- Demonstrated experience in workforce development, economic development, economic opportunity, or related sectors
- Experience working with individuals involved with the justice system or other underrepresented groups a plus
- Project Management Professional (PMP) certification preferred
- Experience working in a non-governmental organization (NGO) and in an intermediary function
- Business development and partnership growth experience
- Knowledge of business development processes for government, foundations, and the private sector
- Ability to motivate and develop diverse, geographically dispersed teams
- Strong strategic planning, business acumen, and portfolio management capabilities
- Excellent communication, presentation, negotiation, and influencing skills
- Ability to lead through complexity and manage multiple priorities simultaneously
- Strong analytical, problem-solving, and decision-making skills
- Proficiency with Microsoft 365 applications, SharePoint, Teams, and project management tools
- All personnel must sign FHI 360’s code of conduct
- Employment is subject to appropriate screening checks, including reference, criminal record, and terrorism finance checks
