About the role

Key responsibilities & impact
  • Provides strategic and technical leadership for monitoring, evaluation, data quality, and data use across the AFGHS-FHI 360 Polio Activity
  • Leads collection, validation, analysis, interpretation, and reporting of project performance indicators across participating countries
  • Establishes standardized indicator definitions, data collection, verification, aggregation, and reporting approaches
  • Monitors country performance against approved work plans and targets
  • Identifies data quality and reporting issues and strengthens country-level monitoring and data management capacity
  • Conducts country, regional, and global analyses of polio surveillance and program data
  • Analyzes AFP, environmental surveillance, laboratory, specimen referral and transport, case investigation, timeliness, completeness, and other indicators
  • Identifies geographic disparities, surveillance gaps, underperformance, and data-quality concerns
  • Develops recommendations informing work plans, geographic targeting, resource allocation, technical assistance, and corrective actions
  • Develops analytical tools, dashboards, data-review approaches, guidance, learning products, technical reports, presentations, and other resources
  • Leads periodic country and cross-country surveillance data reviews
  • Synthesizes findings for leadership, country programs, governments, donors, and partners
  • Represents FHI 360’s polio monitoring, evaluation, and data priorities with key stakeholders
  • Provides technical assistance, mentoring, training, and capacity strengthening to country teams and government counterparts
  • Supports country work plans and performance targets and contributes to technical and donor reporting
  • Provides technical oversight and quality assurance across participating countries
  • Coordinates and provides technical direction to country staff, data analysts, consultants, and technical personnel
  • Reviews sponsor financial and technical reports and presents progress to sponsors
  • May supervise staff, monitor performance, and lead professional development
  • Develops training and competency systems
  • Proactively identifies risks and creates mitigation plans
  • Reports to the AFGHS-FHI 360 Director, SI, with a dotted line to the Technical Director, Polio
  • Travel requirement: 10%–25%

Requirements

What you’ll need
  • Master’s Degree or its International Equivalent in Health, Life/Social Sciences, International Development, or Related Field
  • Project Management (PM) Certification preferred
  • Typically requires 12+ years of relevant experience in designing and evaluating applicable programs/services in polio eradication
  • Documented participation on normative bodies or committees that define relevant technical guidelines
  • Relevant publications, presentations, reports, and manual/tool development
  • Experience leading business development efforts in the technical area
  • Proficient experience in current program developments in the division/unit/technical area
  • Prior work experience in an NGO, government agency, or private organization in polio eradication efforts
  • In-depth technical knowledge of polio eradication, monitoring and evaluation, and surveillance systems
  • Knowledge of AFP and environmental surveillance, case investigation, laboratory systems, specimen collection and transport, surveillance performance indicators, and relevant GPEI standards and guidance
  • Strong quantitative, analytical, diagnostic, problem-solving, written, and oral communication skills
  • Ability to analyze complex epidemiological, surveillance, laboratory, and program performance data
  • Ability to assess subnational surveillance variation and distinguish surveillance weaknesses from data-quality or reporting issues
  • Ability to translate analytical findings into actionable recommendations
  • Ability to lead country and multi-country data reviews
  • Ability to manage multiple analytical and M&E priorities across a geographically dispersed portfolio
  • Ability to collaborate with country teams, governments, donors, GPEI partners, and other stakeholders
  • Proficiency with personal computers/laptops, Microsoft Office 365, SharePoint, Skype/Zoom/Teams, mobile technology, and standard office equipment
  • Ability to pass applicable reference, criminal record, terrorism finance, and misconduct disclosure screening checks
