About the role
Key responsibilities & impact- Advise Government leadership on organizational design, manpower policy, force structure, and workforce alignment
- Assess mission requirements, functions, workload, and operational priorities to determine organizational and staffing requirements
- Develop, review, validate, and maintain Unit Manning Documents (UMDs) reflecting approved manpower authorizations
- Ensure UMD positions accurately identify grades, occupational specialties, skill levels, duty titles, position numbers, workforce categories, and organizational assignments
- Reconcile UMD data with organizational charts, manpower authorizations, personnel records, and authoritative manpower and human resources systems
- Identify manpower shortages, excess authorizations, grade or skill mismatches, unfunded requirements, and organizational gaps
- Develop recommendations to add, eliminate, realign, redesignate, or modify military, civilian, and contractor positions
- Prepare manpower change requests, organizational change packages, position crosswalks, and supporting justification documentation
- Design and refine organizational structures based on mission requirements, functions, workload, and span-of-control considerations
- Evaluate organizational changes for impacts to readiness, command relationships, personnel, funding, facilities, resources, and mission performance
- Conduct organizational and manpower studies using mission analysis, workload data, staffing standards, process reviews, and stakeholder input
- Develop manpower requirements, staffing models, and business-case analyses for Government leadership
- Facilitate manpower working groups, organizational design sessions, staffing reviews, and senior-leader decision forums
- Analyze workforce composition and recommend the appropriate mix of military, civilian, and contractor personnel
- Develop organizational charts, mission and function statements, implementation plans, decision briefings, executive summaries, and status reports
- Establish business rules, standard operating procedures, templates, and data-quality controls
- Develop manpower metrics, dashboards, risk assessments, and decision-support products for command-level governance
- Train and advise manpower representatives and staff on UMD interpretation, organizational change procedures, documentation requirements, and manpower processes
Requirements
What you’ll need- Active Top Secret clearance with Sensitive Compartmented Information (TS/SCI) eligibility and the ability to maintain access to classified DoD information
- 10+ years of relevant DoD experience in manpower, personnel, force management, organizational development, or force structure
- Ability to travel as required
- Senior-level experience supporting a headquarters, major command, field command, service component, or comparable DoD organization
- Demonstrated experience developing, reviewing, validating, and maintaining UMDs or equivalent manpower authorization documents
- Expert knowledge of military and civilian manpower policies, organizational structure standards, position authorization processes, and force-management principles
- Experience analyzing manpower requirements, mission functions, workload, staffing standards, grades, occupational specialties, skill levels, and workforce categories
- Experience preparing and coordinating manpower and organizational change requests, position realignments, and supporting justification packages
- Demonstrated ability to reconcile UMD data with organizational charts, personnel records, manpower authorizations, and workforce-management systems
- Experience identifying manpower shortages, excess authorizations, unfunded requirements, grade or skill mismatches, and organizational gaps
- Ability to develop organizational structures, staffing models, position crosswalks, mission and function statements, and implementation plans
- Knowledge of Department of the Air Force (DAF) and U.S. Space Force (USSF) organizational, manpower, and personnel policies and processes
- Bachelor's in business management, Engineering or related field of study
- Must be a U.S. Citizen
- Ability to meet security investigation and government-information access eligibility requirements
- Physical ability to sit or stand for extended periods, type and read from a computer screen, bend, reach, kneel, and lift up to thirty pounds as necessary
