About the role

Key responsibilities & impact
  • Perform day-to-day HR support functions across multiple MAHRS departments within DON’s M&RA organization, including EMPO and OFR
  • Update and maintain designated Microsoft SharePoint sites
  • Analyze, document, and recommend designs for new SharePoint environments
  • Draft functional requirements, workflows, communication plans, and implementation strategies
  • Examine business processes, operating procedures, and workflows and recommend improvements
  • Generate system and functional requirements documentation and solution recommendations
  • Update, maintain, and organize MAHRS and EEO policies, guidance, SOPs, business processes, and supporting documents
  • Develop test scenarios for enhancements, bug fixes, upgrades, and new implementations
  • Create and support HRLink and DON Jupiter reports, dashboards, metrics, and visualizations
  • Design and deliver ad-hoc analyses, reports, and presentations for MAHRS and EEO Program Managers
  • Develop and populate corporate dashboards and scorecards
  • Provide technical and functional user support for iComplaints, NEAT, FEDSEP, and IRCMS
  • Design processes to capture Applicant Flow Data, OCLF benchmarking, and Barrier Analysis datasets
  • Automate associated database tables and workflows
  • Prepare briefing charts and detailed data explanations for leadership
  • Prepare weekly, monthly, and quarterly HR and EEO reports at DON, Command, and organizational levels
  • Prepare briefs supporting OPM and DoD metric requirements, including data pulls and transformations
  • Provide logistical and operational support for assigned MAHRS and EEO events

Requirements

What you’ll need
  • Five (5) years of experience designing, developing, and sustaining reports, dashboards, and metrics using Cognos BI, DON/Jupiter tools, or similar analytics platforms
  • Three (3) years of experience utilizing federal HR data in support of reporting and analysis
  • Two (2) years of Microsoft SharePoint content management experience
  • Experience in business process analysis, requirements documentation, and workflow design
  • Strong analytical skills with ability to interpret HR and EEO performance metrics
  • Demonstrated ability to develop test plans, documentation, and business cases
  • Proficiency creating dashboards, scorecards, and analytics products for senior leadership
  • Excellent communication and presentation skills
  • Ability to engage well with others and provide exemplary customer experience
  • Ability to embrace change in a positive and enthusiastic manner
  • Completed NACI or ANACI background investigation
  • U.S. Citizenship required
  • Position contingent upon favorable background investigation results for the Contractor Labor Associate (CLA) prior to the start date
