About the role
Key responsibilities & impact- Ensure efficient and compliant operation of GOAL Syria’s Procurement Department
- Conduct high-value tenders from ITT/EOI preparation through evaluation, award, and contracting
- Process procurements and purchase requests according to GOAL procurement procedures and donor requirements
- Maintain framework agreement, pre-qualified supplier, and SharePoint trackers and coordinate six-monthly supplier performance reviews
- Prepare and maintain electronic and hardcopy procurement files and documentation
- Analyse specifications and source reliable suppliers
- Assist with field visits and market surveys
- Coach procurement officers and assistants and provide ongoing training
- Prepare requests for offers, restricted competition invitations, bid analyses, and tender/procurement reports
- Arrange PCOMs/TCOMs and obtain approval signatures
- Raise purchase orders and contracts and follow delivery status
- Ensure goods-received notes and service/works receipt reports are completed
- Review purchase orders, contracts, procurement documents, and payment documents for compliance
- Maintain the GOAL Syria registered supplier list and conduct supplier reviews
- Assist the Procurement Manager with procurement email monitoring
- Resolve supplier payment issues with Finance and complete financial paperwork
- Track purchase requests in the Digital OTS and ensure timely updates
- Provide procurement updates for the biweekly procurement report
- Contribute to yearly, grant-based procurement plans and day-to-day Procurement Department duties
Requirements
What you’ll need- University degree in engineering, economy, business administration, management, human sciences, or a relevant field
- At least 3 years of relevant work experience in procurement or logistics in INGO/NGO, private, or government sectors, at officer level or above
- At least 1 year of proven procurement experience with INGOs/NGOs in complex tender and contract management
- Ability to understand and implement organisational and donor policies
- Strong Microsoft Office skills, including Excel, Word, and Outlook, with particular emphasis on Excel
- Ability to manage and prioritise a varied workload in a dynamic work environment
- Flexible approach to work and willingness to take on extra duties, work additional hours, or work weekends as required
- Excellent attention to detail
- Ability to write, speak, and work in English and Arabic
- Desired: Proven experience in high-value tenders with INGOs/NGOs
- Desired: Proven staff management experience
- Desired: Diplomacy and negotiation skills
- Desired: Basic technical knowledge in humanitarian logistics, such as ICT, mechanics, construction, electricity, or WASH
- Cover letter and updated CV, both in English
