About the role
Key responsibilities & impact- Operate Goodwill of South Central Wisconsin’s affordable housing portfolio of approximately 74 scatter-site HUD-supported units
- Maintain HUD compliance, regulatory compliance, occupancy, resident certifications, leases, rent calculations, move-ins, recertifications, and move-outs
- Maintain resident and property records and manage HUD systems and reporting requirements, including EIV
- Coordinate HUD, WHEDA, NSPIRE, management, and other regulatory inspections and correct deficiencies
- Administer reasonable accommodation and modification requests
- Serve as primary management contact for residents and address leases, rent, property conditions, notices, lease violations, delinquent rent, and tenancy matters
- Coordinate with case managers and service providers when appropriate and authorized
- Coordinate maintenance requests, preventive maintenance, unit turns, inspections, corrective work, emergency response, and after-hours maintenance
- Supervise or coordinate maintenance staff, contractors, vendors, and specialized repairs
- Recruit, orient, train, supervise, and evaluate on-site Property Supervisors
- Develop and monitor annual operating budgets and review revenues, expenses, rent collections, vacancies, maintenance costs, and variances
- Approve and code invoices and expenditures and coordinate financial reporting, reconciliations, reserves, audits, and collections
- Support replacement reserves, capital improvements, grants, and other property funding
- Identify risks, maintain confidentiality, develop consistent procedures, track performance indicators, and recommend operational improvements
- Participate in organizational planning, budgeting, compliance, and quality-improvement activities
Requirements
What you’ll need- 5+ years of property management experience, or comparable post-secondary education and work experience
- Experience must include work with HUD-subsidized housing
- Thorough knowledge of principles and practices associated with residential service delivery for people with disabilities associated with mental illness
- Effective oral and written communication skills
- Knowledge of mission information requirements and performance outcome measures guided by local, state and federal government, GII or another contracted agency
- Familiarity with the community human service system
- Ability to deliver difficult messages and say “no” when necessary
- Ability to supervise, organize, manage, and problem solve
- Ability to travel up to 25% locally
- Ability to operate a computer and other office equipment
- Ability to communicate clearly and analyze and assess details
- Ability to move freely throughout the facility and lift, push, or pull up to 20 lbs.
- HUD-specific certifications such as COS (Certified Occupancy Specialist) or LIHTC (Low-Income Housing Tax Credit) preferred
