About the role
Key responsibilities & impact- Lead planning, execution, and delivery of complex technology modernization, interoperability, and data management initiatives supporting a federal client
- Manage projects across the full technology project lifecycle, including business case development, requirements gathering, solution design, development, testing, deployment, sustainability planning, and project closeout
- Serve as the primary bridge between stakeholders, technical teams, architects, developers, and executive leadership
- Deliver technology solutions on time, within budget, and aligned with organizational objectives
- Manage systems integration, cloud-based solutions, data modernization efforts, and technology transformation initiatives
- Maintain oversight of scope, schedule, budget, quality, risks, dependencies, and client expectations
- Serve as the primary point of contact for clients and build strong client relationships
- Maintain project plans, timelines, milestones, dependencies, and tasks using Jira and approved documentation
- Facilitate internal and client-facing meetings, including standups, check-ins, integrated product team meetings, and retrospectives
- Prepare agendas, document meeting notes, and track action items
- Coordinate project documentation, charters, deliverables, meeting materials, and final work products
- Support risk, issue, and dependency tracking and communicate blockers to project leadership
- Collaborate with technical and business teams to align tasks, milestones, and deliverables
- Monitor the quality and completeness of project outputs before submission or handoff
- Support Agile ways of working through backlog updates, milestone coordination, and Jira task hygiene
Requirements
What you’ll need- An ACTIVE and MAINTAINED "SECRET" Federal or DoD security clearance
- US Citizenship is contractually required
- Bachelor’s Degree from an accredited university
- FIVE (5)+ years of overall work experience
- Experience leading full lifecycle technology projects from initiation through operational transition in a federal environment
- Demonstrated ability to operate as a self-starter, anticipate project needs, and take initiative without waiting for concrete next steps or detailed instructions
- Experience supporting U.S. Department of State or USAID program and budget management across planning, execution, tracking, and reporting cycles
- PMP, PMI-ACP, Scrum Master, SAFe, ITIL, or other relevant project management certifications preferred
- Experience in foreign assistance programming
- Demonstrated experience managing all phases of the System Development Lifecycle (SDLC)
- Experience managing technology modernization, software implementation, systems integration, cloud migration, data platform, or digital transformation initiatives
- Experience developing and maintaining project charters, integrated project plans, schedules, roadmaps, status reports, executive briefings, and implementation plans
- Demonstrated success managing multiple concurrent technology projects with competing priorities and stakeholder groups
- Experience leading cross-functional teams including solution architects, software developers, engineers, data specialists, cybersecurity personnel, business analysts, product owners, and subject matter experts
- Proven experience managing technology project scope, schedule, budget, quality, risks, issues, assumptions, dependencies, and change requests
- Experience coordinating vendor, contractor, and stakeholder activities across complex technology environments
- Strong understanding of Agile, Scrum, SAFe, Hybrid, and Waterfall approaches
- Ability to translate business needs into technical workstreams and communicate effectively with technical and non-technical stakeholders
- Strong analytical, problem-solving, organizational, and decision-making skills
- Excellent written, verbal, presentation, and executive communication skills
- Experience working with low-code platforms, especially Salesforce
- Experience leading federal technology modernization initiatives
- Experience supporting enterprise architecture, system modernization, legacy system migration, or digital transformation programs
- Familiarity with cybersecurity, privacy, and regulatory requirements applicable to government environments, particularly the Department of State
