About the role
Key responsibilities & impact- Lead HIAS operations in Chad and implement community protection services for refugees and host community members
- Develop strategy and objectives for HIAS Chad aligned with HIAS’ overall strategic framework
- Oversee the design and implementation of all HIAS Chad programs
- Ensure programs are delivered on time, within budget, and according to donor and HIAS quality standards
- Manage proposal submissions and lead in-country donor negotiations
- Oversee country reporting to donors and HIAS headquarters
- Represent HIAS with government authorities, United Nations entities, European Union stakeholders, NGOs, donors, and other partners
- Support advocacy, communications, and community engagement efforts
- Manage and build the capacity of HIAS Chad employees
- Establish organizational structures, job descriptions, and performance measures
- Ensure compliance with local labor laws and regulations
- Oversee financial, administrative, reporting, audit, cash-flow, and fiscal-control systems
- Ensure accountability through monitoring, impact assessment, and implementation of the AAP framework
- Safeguard refugee protection and ensure training on safeguarding policies and procedures
- Ensure staff, volunteers, and project partners comply with HIAS policies and procedures
- Monitor Chad’s security environment and maintain safety and security procedures
- Report to the Chief Programs Officer at HIAS headquarters and collaborate with HQ departments and HIAS Europe
- Travel frequently to Eastern Chad and elsewhere as required
Requirements
What you’ll need- Graduate degree required
- 10–15 years of experience with the NGO sector, specifically in humanitarian response settings
- Minimum of 7 years’ experience managing large teams and country programs
- Experience in age, gender and diversity mainstreaming preferred
- Experience with community-based and human rights approaches preferred
- Excellent written communication and oral presentation skills
- Ability to work effectively with a wide range of stakeholders and facilitate multiparty discussion and collaboration
- Proficiency in Microsoft Office: Word, Excel, PowerPoint, and Outlook
- Proficiency in budget and accounting software
- Experience developing and implementing project objectives, indicators, and budgets
- Experience with cash-based interventions and work with vulnerable populations
- Knowledge of results-based management preferred
- Experience overseeing procurement and audit procedures preferred
- Excellent strategic thinking and problem-solving skills
- Flexible, creative, and collaborative working style
- Ability to travel throughout Chad, regionally, and internationally, including to insecure or difficult working environments
- Commitment to HIAS’ mission, values, and refugee protection
- Fluency in English and French
- Successful candidates must complete satisfactory references and appropriate screening checks
- Successful candidates must sign and adhere to HIAS’ Code of Conduct and Safeguarding policies
