About the role

Key responsibilities & impact
  • Implement, administer, secure, and continuously improve Hively’s SaaS platforms and reporting
  • Administer and support program technology platforms focused initially on Measure C Contracted Slots and Operating Grants
  • Configure workflows, business rules, reference data, notifications, and system settings
  • Gather and document business requirements through process maps, user stories, and acceptance criteria
  • Maintain documentation of configurations, business rules, workflows, and technical decisions
  • Define key metrics related to enrollment, slot utilization, provider payments, and grant performance
  • Design, build, and maintain reports and dashboards for leadership and program operations
  • Validate report logic, document metric definitions, and support staff interpretation of results
  • Support recurring and ad hoc reporting to county, state, and First 5 Alameda County funders
  • Plan and lead UAT for new functionality, vendor releases, upgrades, and configuration changes
  • Coordinate release communications and end-user training
  • Track defects and vendor issues and make go/no-go recommendations
  • Ensure data accuracy through validation rules, exception reporting, duplicate controls, and reconciliation
  • Monitor data exchanges between program systems and partner agencies and resolve failures with vendors
  • Administer user access and role-based permissions using least-privilege principles
  • Support privacy, security, auditability, data sharing, and record-retention compliance
  • Serve as a technical escalation point for complex application, integration, and system issues
  • Maintain audit-ready documentation of access, changes, testing, and incidents
  • Collaborate with the Director of Data & Systems, program and operations staff, Data & Reporting, Compliance, Finance, vendors, and external partners

Requirements

What you’ll need
  • Bachelor's degree in Information Systems, Business, Computer Science, or a related field, or equivalent relevant experience
  • Three or more years of experience as a business systems analyst, business analyst, or in a similar role supporting enterprise or SaaS business applications
  • Demonstrated experience gathering and documenting business requirements, including process mapping, user stories, and acceptance criteria
  • Experience building reports or dashboards for leadership audiences, and translating data into clear, decision-ready information
  • Experience planning and leading user acceptance testing, including writing test scripts and coordinating business testers
  • Working knowledge of relational data concepts and ability to write or interpret basic SQL queries
  • Hands-on experience configuring business applications, including workflows, business rules, roles, and permissions
  • Strong facilitation and communication skills with non-technical program staff and technical vendors
  • Strong documentation and organizational skills, and ability to manage multiple priorities
  • Ability to sit or stand for extended amounts of time
  • Manual dexterity to use a telephone and computer
  • Ability to hear and understand speech in person and by telephone
  • Ability to speak clearly in normal conversations and over the telephone
