About the role

Key responsibilities & impact
  • Develop and execute Market Access and Public Affairs strategies enabling timely, sustainable patient access to Ipsen therapies across Malaysia and Singapore
  • Lead pricing and reimbursement strategy, tender management, pricing negotiations, hospital formulary and listing activities, and initiatives securing patient funding or treatment quotas
  • Drive government affairs, health policy engagement, and advocacy
  • Convert clinical, economic, policy, and market insights into practical access plans for in-line and pipeline products in Oncology, Rare Diseases, and Neuroscience
  • Own Malaysia’s end-to-end Market Access strategy across public and private segments
  • Map access pathways, identify barriers and opportunities, and create product-level access plans, milestones, accountabilities, and performance measures
  • Provide market access input to launch planning, lifecycle management, business planning, forecasting, and portfolio decisions
  • Lead pricing strategy, price approvals, reimbursement submissions, value dossiers, budget-impact analyses, payer value propositions, and pricing/access negotiations
  • Own end-to-end tender management in Malaysia, including tender readiness, bid/no-bid recommendations, pricing strategy, submissions, clarification responses, award follow-up, and post-tender review
  • Support hospital formulary inclusion, pharmacy and therapeutics committee review, procurement activation, hospital listings, patient funding, treatment allocations, and quotas
  • Develop Malaysia Public Affairs and health policy strategy; engage ministries, health authorities, policymakers, regulators, payers, procurement bodies, industry associations, and patient organizations
  • Provide focused Market Access and Public Affairs support for Singapore
  • Lead cross-functional access activities across Medical, Commercial, Regulatory, Finance, Supply Chain, Legal, Compliance, and regional/global teams
  • Maintain access dashboards and report on pricing, reimbursement, tenders, listings, funding/quota outcomes, policy developments, risks, and next actions
  • Manage Market Access and Public Affairs resources and external vendors within approved budgets and governance requirements
  • Ensure activities comply with Ipsen policies, approval processes, industry codes, and applicable local requirements

Requirements

What you’ll need
  • 5-8 years of progressive experience in Market Access, Pricing and Reimbursement, Tender Management, Government or Public Affairs, Health Policy, or related roles within the pharmaceutical or biotechnology industry
  • Demonstrated knowledge of the Malaysian healthcare system, including public and private access pathways, hospital formulary and listing processes, procurement and tenders, pricing and reimbursement, and institutional funding mechanisms
  • Hands-on experience leading tenders and pricing negotiations, including cross-functional preparation, governance, submissions, and post-award follow-through
  • Proven ability to work with Commercial and Medical teams to secure hospital listings and progress patient funding, allocation, or quota mechanisms where applicable
  • Experience engaging government stakeholders, payers, procurement bodies, hospital decision-makers, industry associations, or policy stakeholders in a compliant manner
  • Strong strategic, analytical, negotiation, project management, and problem-solving capabilities, with disciplined execution and attention to detail
  • Excellent communication, stakeholder management, and influencing skills across complex matrix environments
  • High integrity and a strong governance and compliance mindset
  • Bachelor’s degree in Pharmacy, Life Sciences, Health Economics, Public Health, Business, Public Policy, or a related discipline
  • Fluent written and spoken English and Bahasa Malaysia
  • Experience in specialty care, particularly Oncology, Rare Diseases, or Neuroscience (preferred)
  • Knowledge of the Singapore healthcare, reimbursement, and hospital access environment (preferred)
  • Experience with health economics, value dossiers, budget-impact models, real-world evidence, or innovative access arrangements (preferred)
  • Advanced degree such as MBA, MPH, MSc, or another relevant postgraduate qualification
  • Additional language relevant to stakeholder engagement in Malaysia or Singapore
