About the role

Key responsibilities & impact
  • Serve as the main M&E point of contact for data system management within Jhpiego’s USG/DOS multi-country global health programming
  • Provide specialized support and guidance on performance indicator and milestone monitoring
  • Provide technical leadership for data system management, analytics support and dashboard development
  • Oversee the project performance management system and milestone system
  • Support user access, training, technical support, adding milestones and troubleshooting
  • Support data analytics, dashboard development and translating data into actionable insights
  • Provide senior-level technical assistance and strategic guidance to country programs
  • Ensure programs are technically sound, cohesive, evidence-based and responsive to country and donor priorities
  • Lead development of solutions, guidance, learning resources, tools and innovations
  • Assess data, identify trends and address complex programmatic and technical challenges
  • Obtain buy-in from donors, partners and government stakeholders
  • Provide thought leadership for global technical strategy and lead implementation of strategic priorities
  • Build technical capacity through training plans, learning activities, coaching and mentoring
  • Support business development, new opportunity identification and technical project design
  • Manage partner and stakeholder relationships
  • Represent Jhpiego in external advisory groups, meetings, events and conferences
  • Support communications, success stories, blogs, publications and dissemination of learning
  • Manage, coach, mentor and evaluate team members; recruit staff and address performance

Requirements

What you’ll need
  • Graduate Degree with 8-10 years of progressively responsible technical experience, including implementing and/or managing MERL for international field-based programs
  • Strong technical and programmatic background in MERL, especially management, technical support and programmatic direction
  • In-depth knowledge of performance monitoring and data use for performance improvement
  • Experience developing MERL systems for projects and country programs
  • Knowledge of health information systems
  • Experience designing and conducting program evaluations
  • Experience in implementation research using quantitative and qualitative methods
  • Experience working in challenging environments in Africa, Asia or LAC regions
  • Proven leadership skills and expertise in strategic program planning, implementation and management
  • Proven technical experience designing, implementing or measuring technical interventions
  • Proven experience leading highly skilled and qualified technical personnel
  • Ability to create connections across vertical health and functional areas
  • Excellent understanding of donor landscapes, USG systems and donor structures and processes
  • Experience developing productive working relationships with counterparts in other agencies and organizations worldwide
  • Strong change management and decision-making skills
  • Ability to work in a complex, fast-paced, multicultural environment with multiple tasks and short deadlines
  • Excellent interpersonal and communication skills, including strong technical writing and presentation skills
  • Fluency in French, Spanish or Portuguese preferred
  • Successful candidate subject to a pre-employment background check
