About the role

Key responsibilities & impact
  • Work closely with the USDA Product Owner to understand and document business needs related to NEPA environmental review processes
  • Develop, refine, and prioritize user stories for USDA staff, managers, executives, and the public
  • Analyze environmental review workflows across 10+ USDA agencies and identify automation and improvement opportunities
  • Support development of the Case Management, Document Library, and AI-based Recommendation Engine modules
  • Facilitate requirements workshops and stakeholder interviews
  • Maintain documentation of business rules, workflows, and acceptance criteria
  • Map USDA data standards and NEPA regulatory requirements to system functionality
  • Support User Acceptance Testing at the six-month MVP milestone and beyond
  • Identify and document process gaps, redundancies, and automation opportunities

Requirements

What you’ll need
  • Ability to obtain a Public Trust
  • Bachelor's degree in Business Administration, Information Systems, Environmental Science, Public Administration, or a related field required
  • Minimum of 5 years of experience as a business analyst or requirements analyst on IT projects
  • At least 2 years supporting federal government clients
  • Experience with business process analysis and requirements documentation
  • Familiarity with agile user story writing and backlog management
  • Ability to communicate effectively with both technical teams and non-technical government stakeholders
  • Experience documenting and analyzing complex business processes and translating them into technical requirements
  • Demonstrated experience writing user stories and managing backlogs in an agile environment
  • Familiarity with federal data standards and regulatory compliance requirements
