Key responsibilities & impact
  • Lead affordability initiatives from intake through implementation, operationalization, and value realization
  • Partner with business, analytics, operations, technology, clinical, provider, pharmacy, and vendor teams
  • Define objectives, scope, assumptions, success measures, and implementation requirements
  • Conduct discovery to assess operational impacts, data requirements, reporting needs, implementation complexity, and organizational readiness
  • Define and document business requirements, workflows, business processes, implementation assumptions, and operational considerations
  • Translate business objectives into actionable implementation plans
  • Identify risks, dependencies, resource needs, and implementation barriers and drive mitigation strategies
  • Develop initiative plans, timelines, milestone tracking, and readiness assessments
  • Facilitate stakeholder alignment and resolve cross-functional delivery issues
  • Coordinate testing, validation, implementation readiness, deployment, and operational transition activities
  • Establish measurement methodologies and outcome tracking frameworks
  • Develop executive updates, status reports, implementation summaries, and governance materials
  • Maintain accountability for deliverables, stakeholder commitments, and implementation outcomes
  • Level II: lead large cross-functional implementations, vendor evaluations, system onboarding, deployment, adoption, and change management
  • Level II: present recommendations, implementation strategies, and risk assessments to divisional leadership
  • Level II: develop implementation best practices, frameworks, and repeatable delivery methodologies

  • Level III: develop implementation standards, governance processes, playbooks, readiness assessments, intake frameworks, value realization methodologies, and deployment standards
  • Level III: identify portfolio-level risks and recommend corrective actions
  • Level III: coach and mentor program managers, project leaders, and implementation resources
  • Represent affordability leadership in enterprise governance, investment, prioritization, and implementation forums
  • Maintain member privacy and adhere to corporate policies, code of conduct, and organizational values
  • Maintain regular and reliable attendance and perform other assigned functions

Requirements

What you’ll need
  • Minimum of three (3) years of healthcare program management, project management, implementation management, business analysis, operations, analytics, consulting, or related experience required for all levels
  • Bachelor's degree in Business, Healthcare Administration, Information Systems, Analytics, Public Health, Finance, or related field; in lieu of degree, an additional six (6) years of relevant experience required
  • PMP, PMI-ACP, Lean, Six Sigma, or related certification preferred
  • Proficiency with Microsoft Office applications and project management tools
  • Ability to understand data flows, APIs, file exchanges, system interfaces, reporting dependencies, and technology implementation risks
  • Ability to translate business objectives into requirements, implementation plans, and measurable outcomes
  • Experience with data-intensive or technology-enabled initiatives involving reporting, analytics, operational systems, data mapping, workflow automation, or vendor solutions
  • Foundational understanding of data structures, reporting methodologies, data governance, and system implementation concepts
  • Working knowledge of health plan operations and healthcare delivery systems
  • Strong analytical, problem-solving, organizational, and critical-thinking skills
  • Demonstrated ability to manage multiple priorities in a dynamic environment
  • Proven ability to communicate across technical and business audiences, solve data-related problems independently, and prioritize program objectives
  • Level II: five (5) years of relevant experience required
  • Level II: demonstrated success leading large, cross-functional initiatives with multiple stakeholder groups
  • Level II: strong understanding of health plan operations, analytics, provider, clinical, pharmacy, and operational functions
  • Level II: experience managing data integration, reporting development, vendor implementations, operational systems, or technology-enabled solutions
  • Level II: ability to influence stakeholders and drive decisions without direct authority
  • Level II: experience translating strategic objectives into executable implementation plans and operational outcomes
  • Level II: strong executive communication and presentation skills
  • Level III: seven (7) years of relevant experience required
  • Level III: deep understanding of health plan operations, provider economics, clinical programs, pharmacy management, analytics, and healthcare technology ecosystems
  • Level III: demonstrated success leading highly complex, enterprise-wide initiatives
  • Level III: ability to influence executive stakeholders and drive decisions without direct authority
  • Level III: experience establishing governance structures, implementation frameworks, operational standards, and enterprise delivery methodologies
  • Level III: strong understanding of technology-enabled business transformation, data ecosystems, reporting frameworks, vendor implementations, integration strategies, and operational deployment
  • Level III: exceptional strategic thinking, executive presence, and organizational capabilities
  • Ability to travel across the Health Plan service region as needed
  • Ability to work prolonged periods at a workstation and use a computer
  • Ability to lift, carry, push, or pull 15 pounds or less
