About the role
Key responsibilities & impact- Plan, coordinate, supervise, and evaluate activities and the work of assigned staff
- Assign Procurement staff and monitor performance measurements, technical training, and hiring
- Represent the Department of Transportation in procurement matters
- Coordinate the procurement needs of all Divisions in compliance with Federal, State, and County rules and regulations
- Administer the Department’s procurement processes and assess and minimize risk in solicitations and contracts
- Generate and review construction and professional service contracts, formal bid evaluations, Requests for Proposals, contract amendments, work assignments, change orders, payments, and related technical and budget documents
- Generate and review purchase orders, insurance certificates, bonds, and other contract-related documents
- Create and update procurement policies, processes, and procedures; provide training; prepare regular and ad hoc reports and analyses
- Work with cross-functional teams and oversee pre-bid meetings, bid openings, evaluation meetings, and interviews
- Conduct contract compliance audits and assist with procurement-related audits and related tasks
- Perform other job duties as assigned
Requirements
What you’ll need- Three years of contract management, procurement, or purchasing experience
- Bachelor’s degree in Business Administration, Public Administration, Purchasing, Supply Chain Management, Materials Management, or a related field
- Postgraduate degrees or professional-level-related experience may substitute for education or experience on a year-for-year basis
- Must possess, or have the ability to obtain, a valid Arizona driver's license by the time of hire
- Must possess, or have the ability to obtain, CAPA certification within six months of hire
- One year of supervisory experience valued
- Experience with public sector contracting valued
- Experience in Construction procurement and contract administration valued
- Experience managing Job Order Contracts valued
- Certified Public Purchasing Officer (CPPO) or Certified Professional Public Buyer (CPPB) certification valued
- Must pass a pre-employment background and/or fingerprint investigation as required by statute or policy, including drug and alcohol testing requirements for positions designated as safety-sensitive
