About the role

Key responsibilities & impact
  • Analyze current needs, design, develop, implement, and evaluate fundamental or baseline Government Programs and Services (GPS) training programs
  • Determine instructional goals and objectives with the Training Manager and analyze target audience knowledge, skills, gaps, learning objectives, and outcomes
  • Develop instructional, visual, and technical design strategies; create storyboards, user interfaces, user experiences, prototypes, and visual or graphic designs
  • Research course subject matter by interviewing subject matter experts and consulting management, industry experts, and source materials
  • Develop interactive training materials, presentations, instructor and participant guides, classroom activities, practice exercises, and handouts
  • Determine and implement training delivery processes, including facilitator training, Train the Trainer sessions, and direct learner training
  • Create course curricula, learning objectives, delivery methods, and testing procedures
  • Deliver training through e-learning, instructor-led classroom sessions, individual meetings, and departmental meetings
  • Create user guides, job aids, quizzes, audio, video, role plays, games, simulations, exercises, and activities
  • Produce materials educating internal departments about Medicaid and federal Medicaid program requirements
  • Promote knowledge sharing and access to documentation through Confluence, LMS, and the intranet
  • Develop and deliver new-hire and continuing-education training for Medicaid Operations staff; monitor progress, track milestones, and provide assessments
  • Maintain current instructional design knowledge and proficiency through self-development, standards review, seminars, and courses
  • Lead subject matter experts, including Program Managers, Leads, and Supervisors, in developing course content
  • Apply instructional design theories and multimedia tools to build training and technical manuals for clients using MedImpact and vendor systems
  • Monitor federal Medicaid resources, policy updates, State Directors Letters, NPRs, and listservs; notify the Training Manager of changes affecting MedImpact
  • Provide internal and external client support, including responding to needs, soliciting feedback, meeting commitments, and facilitating collaboration
  • No supervisory responsibilities
  • Work with internal clients, colleagues, clients, and vendors to coordinate work and support effective decisions

Requirements

What you’ll need
  • BS/BA and 5+ years’ experience or equivalent combination of education and experience
  • 2 years' experience as an SME in respective areas
  • Strong working knowledge of instructional design software and tools, including Adobe Captivate, Articulate Presenter/Storyline, Photoshop, Illustrator and Flash
  • Experience with web and application development languages
  • Experience using an LMS to host content
  • Experience with video production tools
  • Microsoft Office Suite expertise, including PowerPoint
  • Demonstrated ability to learn new software
  • Strong working knowledge and demonstrated skills using ADDIE for instructional and curriculum design
  • Curriculum design skills in technical and operational areas
  • Proficiency analyzing processes and making recommendations for improvements
  • Ability to effectively communicate information, policies, and procedures in an easily understood manner
  • Ability to investigate and analyze information, draw conclusions, gather and analyze data, and make recommendations
  • Ability to work effectively with diverse individuals
  • Ability to document work in progress
  • Strong analytical, verbal, and written communication skills
  • Interpersonal, public speaking, instructional, organizational, and time management skills
