About the role

Key responsibilities & impact
  • Assist with cradle-to-grave administration of CR, CPFF, FFP, T&M, and grant subcontracts/subrecipient agreements
  • Prepare subcontract and subrecipient agreements
  • Assist with negotiations and lead strategic negotiations regarding pricing, federal regulations, terms and conditions, intellectual property, and government property
  • Address issues arising on current subcontracts and provide recommended responses
  • Manage the full subcontract lifecycle, including RFP generation, cost/price analysis, negotiation, modifications, and closeout
  • Serve as internal expert on FAR, DFARS, and 2 CFR 200 regulations
  • Flow down mandated provisions into subcontracts, NDAs, Teaming Agreements, and Consultant Agreements
  • Partner with Program Managers on modification requests, project and budget changes, cost reallocations, scope changes, principal investigator changes, cost share changes, foreign participation, and regulatory interpretation
  • Review prime contracts and grants and develop appropriate subcontract or subrecipient agreements
  • Perform FFATA reporting and track yearly subrecipient audit reporting
  • Track subcontract/subrecipient equipment
  • Maintain accurate records and documentation
  • Assist with small business tracking and reporting
  • Monitor subcontract correspondence through final completion
  • Collaborate with Finance, Program Management, and other employees to resolve issues and communicate decisions
  • Report to the Finance & Compliance Director

Requirements

What you’ll need
  • Bachelor’s degree in accounting, Finance, Business Administration or related field with 6–10 years of experience, or an Associate’s Degree in Business or related field with 11–15 years of experience in federal government contracting and/or 2 CFR 200 Grant administration
  • Experience participating in or defending subcontract/subrecipient information requests during audits
  • Experience managing Cost Reimbursement, CPFF, FFP, T&M, and Grant subcontract types is a plus
  • Experience supporting large and new subcontractors/subrecipients in federal contracting or grants
  • Working knowledge of FAR, DFAR/DFARS, and/or 2 CFR 200 Grant regulations
  • Experience supporting multiple programs/internal customers in a fast-paced, shifting-demand environment
  • Ability to work independently and as part of a team
  • Excellent verbal and written communication skills
  • Excellent interpersonal and customer service skills
  • Excellent organizational skills and attention to detail
  • Excellent time management and ability to meet deadlines
  • Strong analytical and problem-solving skills
  • Ability to prioritize tasks and request assistance as necessary

  • Proficiency with Microsoft Office Suite, including Excel, Word, and PowerPoint
  • Knowledge of SharePoint and Deltek’s Costpoint is a plus
  • Ability to maintain a regular and predictable work schedule
  • Ability to sit for prolonged periods and work on a computer
  • Ability to lift up to 15 pounds at times
