About the role

Key responsibilities & impact
  • Participate in Engineering and Asset Management Department special programs, including implementation of Integrated Sustainable Master Plan priorities for water and wastewater upgrades.
  • Coordinate with County departments and divisions to develop project scopes of work for existing and proposed assets.
  • Manage major water and wastewater infrastructure projects, including pumping stations, storage facilities, booster stations and treatment plants, from inception through construction and warranty.
  • Conduct and support technical studies, assessments and planning tasks to understand and prioritize infrastructure servicing needs.
  • Develop and execute project plans; coordinate consultants, internal stakeholders and contractors; review reports and designs; administer contracts; and monitor budgets and project status.
  • Prepare procurement documents including Requests for Proposals, tender documents, Council Reports and regular project updates for Senior Management.
  • Manage and supervise consultants and contractors delivering planning, design, construction and post-construction/warranty services.
  • Conduct regular consultant and contractor performance evaluations.
  • Obtain permits and approvals, prepare project plans, and ensure resource and procurement planning.
  • Monitor and control project budget, scope, risk, schedule and quality; conduct site visits and report issues affecting contracts and stakeholders.
  • Review and process change orders, invoices, progress payments and claims.
  • Ensure deliverables and outcomes meet quality, quantity and contract requirements.
  • Maintain project documentation, video footage, contract administration and inspection reports.
  • Prepare project status reports and presentations for Council updates.
  • Assist with annual project budgets and 10-year capital delivery program budget projections.
  • Coordinate scope, budgets and timelines with departments and outside agencies and provide customer service to the public.
  • Perform other capital planning and delivery duties as assigned.

Requirements

What you’ll need
  • Four-year University degree in Civil Engineering from an accredited university or undergraduate, or community college degree, or diploma in civil engineering coupled with ten years of relevant work experience.
  • Licensed under the Ontario Professional Engineers Act or enrolment in the Professional Engineers of Ontario Engineering Intern Program; or Certified Engineering Technologist [C.E.T.]
  • Minimum five years’ experience beyond university in a water and wastewater engineering department with a municipality or multi discipline consulting, working predominantly with municipalities.
  • Provincial Operator Certification in Water Treatment, Water Distribution and Supply, Wastewater Collection and/or Wastewater Treatment certification would be considered an asset.
  • Expertise in design and construction of water and wastewater vertical infrastructure for municipalities.
  • Experience reviewing condition assessments, environmental assessments, design reports, drawings, specifications and operation and maintenance manuals.
  • Experience with advanced water and wastewater treatment processes and biosolids processing and disposal.
  • Experience delivering projects under various construction contract types and delivery models, particularly CCDC contracts including CCDC 31, CCDC 2, CCDC4, CCDC 14 and CCDC 32.
  • Knowledge of applicable water and wastewater design guidelines, OPSS, NMS, regulatory requirements, Construction Act, Safe Drinking Water Act, Environmental Protection Act, Clean Water Act, Nutrient Management Act, and Occupational Health and Safety Act.
  • Excellent verbal and written communication skills; ability to resolve conflicts, anticipate risks, and achieve delivery targets and performance objectives.
  • Ability to liaise with governing and approval agencies, stakeholders, developers, consultants, contractors, internal staff and external agencies.
  • Ability to work alone and collaboratively in a team environment.
  • Customer service ability to deal with public and project stakeholders, conflicts and difficult situations.
  • Competent in Microsoft Office Suite and working knowledge of AutoCAD Civil 3D.
  • Understanding of Ontario legislation including the Municipal Act and Planning Act.
  • Valid Ontario G driver’s license and access to a reliable vehicle, including ability to provide a driver’s abstract when requested.
