About the role

Key responsibilities & impact
  • Assist in preparing operating and capital budgets.
  • Coordinate subsidy and external grant applications and related reporting.
  • Advise divisions and departments on financial policies, procedures, and implications.
  • Set tax rates and implement assessment updates as a revenue specialist.
  • Track reserves and reserve funds and perform long-term forecasting, including Development Charges and other legislated reserve fund reporting.
  • Analyze and report utility and tax account arrears.
  • Administer debentures and support long-term debt issuances, credit rating requests, repayment limit calculations, and debt capacity projections.
  • Monitor, analyze, and communicate capital project spending and operating budget variances.
  • Reconcile and review assigned financial transactions.
  • Verify procurement budgets and assess bid affordability for the Purchasing team.
  • Support financial statement preparation and complete Federal and Provincial Ministry accountability requirements.
  • Participate in corporate projects such as Development Charges Background Studies and Water & Wastewater Rate Studies.
  • Conduct cost-benefit, risk, break-even, and forecasting analyses for business cases; prepare or present reports to senior leadership, Council, and committees.
  • Coordinate annual user fee and service charge updates through cost recovery calculations and subsidy-rate recommendations.
  • Participate in financial policy development and review charge allocation methodologies.
  • Prepare internal and external financial communications for SharePoint and County webpages.
  • Participate in committees and workgroups and perform other Finance duties.

Requirements

What you’ll need
  • Four (4) year university Undergraduate Degree in Business Administration, Accounting, Commerce or related discipline is required.
  • Professional Accounting Designation from Chartered Professional Accountants Association (CPA) or enrolment within three months of hire in the program to achieve a designation within the prescribed policy of the CPA is required.
  • Certificate from the Association of Municipal Clerks and Treasurers of Ontario (AMCTO) Municipal Finance and Accounting Program (MAFP) and / or certificate from the Ontario Municipal Tax and Revenue Association (OMTRA) Municipal Revenue Administration Program (MRAP), or enrolment in the program(s) would be considered an asset.
  • Over three (3) years of progressive accounting and financial analysis experience, which can include co-op experience.
  • Experience in financial planning, financial analysis, business processes, financial reporting, accounting, capital asset accounting, and policy and procedure development.
  • Experience within an Ontario municipal environment is preferred.
  • Thorough understanding of generally accepted accounting principles and financial reporting requirements.
  • Ability to communicate effectively and concisely, orally and in writing, including presenting to non-technical audiences.
  • Ability to work independently with little direction and remain organized amid shifting priorities.
  • Ability to work collaboratively with County staff at all levels.
  • Ability to exercise professional judgment when researching and analyzing information and recommendations.
  • Attention to detail and accuracy in problem-solving; ability to develop financial models and tools.
  • Discretion and high integrity when handling confidential or politically sensitive information.
  • Knowledge of municipal financial legislation, including the Municipal Act and Development Charges Act, and ability to interpret and apply legislation and policies.
  • Proficiency in PSD Citywide Budgeting, Work-Tech / Pearl, Great Plains Dynamic, or Paramount, and Microsoft Office Suite, including Word, Excel, PowerPoint, SharePoint, and Outlook; awareness of AODA requirements.
  • Valid Ontario driver’s license and access to a reliable vehicle.
  • Awareness of safe work practices and understanding of the Occupational Health and Safety Act.
  • Successful applicants must provide a current Criminal Record Check, including Vulnerable Sector verification where required, and verification of education.
