About the role
Key responsibilities & impact- Liaise with regulators and assist in responding to queries, information requests, and licensing conditions
- Ensure continuous compliance with authorization requirements, including governance, internal controls, and compliance frameworks
- Design, implement, and maintain the compliance framework, policies, and procedures
- Establish compliance monitoring programs and internal control mechanisms
- Ensure policies address PSD2, AML/CFT, MiCA, and future PSD3 requirements
- Provide regulatory compliance advice to senior management
- Interpret regulatory requirements and monitor regulatory developments in Malta and the EU
- Oversee product compliance and governance frameworks
- Assess risks related to crypto-asset services, including custody, trading, market abuse, volatility, and technology vulnerabilities
- Oversee safeguarding of client funds and coordinate annual audits
- Manage custody and private-key governance risk
- Handle statutory complaints
- Identify, assess, and mitigate compliance, operational, financial, liquidity, fraud, IT/cybersecurity, and crypto-asset risks
- Conduct enterprise-wide risk assessments, scenario analyses, and stress testing
- Develop and maintain enterprise and functional risk registers
- Develop and maintain DORA compliance and ICT risk management
- Conduct compliance monitoring reviews and report findings to senior management
- Track timely remediation of identified issues
- Prepare compliance and risk reports for the Board and relevant committees
- Monitor MiCA market abuse and complete SMAR reporting
- Monitor risk exposures and adherence to risk appetite
- Escalate material risks and incidents
- Support compliance training and promote a culture of compliance and ethical conduct
- Collaborate with legal, product, operations, and technology teams on compliance-by-design
- Provide input into onboarding, safeguarding arrangements, and payment flows
Requirements
What you’ll need- Measurable experience in compliance within financial services, fintech, or payments
- Experience supporting regulatory licensing processes, preferably for a Payment Institution (PI) or similar regulated entity
- Strong understanding of EU regulatory frameworks, including PSD2, AML/CFT requirements, MiCA, and PSD3
- Exposure to crypto-assets and knowledge of MiCA is highly desirable
- Strong understanding of enterprise risk management principles and regulatory expectations
- Ability to assess complex and emerging risks, particularly in fintech and crypto environments
- Excellent analytical, problem-solving, and decision-making skills
- Strong communication and stakeholder management abilities
- Bachelor’s degree in Law, Finance, Business, or a related field
- Professional certifications (e.g., ICA, CAMS, or equivalent) are an advantage
- Must be based in Malta
- Must be able to work without sponsorship, as sponsorship is not currently offered
