About the role
Key responsibilities & impact- Lead the Program Management Office within the Enterprise Strategy and Program Management Office
- Establish the PMO vision, operating model, service offerings, and annual objectives
- Direct program and project management services for technology and non-technology initiatives across PCAOB divisions and offices
- Establish program-level oversight for multi-project, multi-year efforts aligned with the PCAOB Strategic Plan and annual planning cycle
- Operate the PMO as the enterprise Center of Excellence for project management
- Advise the Chief Strategy Officer and OCOO leadership on program health, delivery capacity, escalations, and trade-off decisions
- Own and improve the project governance framework, intake, classification, prioritization, and approval processes
- Define and maintain methodologies, standards, templates, stage gates, and quality expectations across waterfall, agile, and hybrid approaches
- Lead complex, high-priority projects from initiation through closeout
- Monitor governance and delivery standards, conduct project health checks, and drive corrective action
- Administer enterprise project management tooling and optimize the Workday Projects module
- Apply AI-enabled tools and automation to improve workflows, reporting, insight generation, and enterprise project information
- Institutionalize lessons learned, after-action reviews, and continuous improvement practices
- Lead enterprise reporting on strategic priorities and project execution
- Produce project status reports, portfolio dashboards, milestone and risk summaries, and executive briefings for senior leadership and the Board
- Establish reporting standards, data sources, definitions, and cadences
- Translate project and program data into insights, trends, and recommendations
- Partner with Finance and the Office of Technology to align project, budget, actuals, and technology investment reporting
- Maintain enterprise visibility into initiatives, scope, schedule, cost, benefits, risks, dependencies, and resources
- Identify and escalate cross-project dependencies, resource conflicts, and delivery risks
- Oversee enterprise project risk and issue management practices
- Support prioritization and capacity planning during annual planning and budget cycles
- Advise leaders, project sponsors, business owners, and technical owners on program structure, delivery approach, and governance
- Embed change management planning in project plans
- Represent the ESPMO in enterprise forums, leadership briefings, and cross-functional working groups
- Manage vendor, consultant, and contracted project management relationships
- Perform supervisory duties, including assigning work, evaluating performance, recommending appointments and promotions, resolving concerns, and identifying development needs
- Recruit, develop, and retain project management staff and contractors
- Coach and mentor staff on project management, stakeholder engagement, executive presence, and professional growth
- Foster a collaborative, service-oriented team culture
- Perform other duties and special projects as assigned
Requirements
What you’ll need- Bachelor's degree in business administration, public administration, information technology, engineering, or a related field required
- Minimum of 10 years of progressive experience in program and project management, including experience in a program or project management office
- Minimum of 5 years leading teams or managing project management professionals
- Experience establishing or maturing program and project governance frameworks, delivery standards, intake and prioritization processes, and enterprise reporting in complex, cross-functional environments
- Experience producing executive- and board-level reporting on portfolios, programs, and strategic priorities
- Experience delivering technology and non-technology initiatives using waterfall, agile, and hybrid methodologies
- Must be legally authorized to work in the United States without the need for employer sponsorship, now or at any time in the future
- Deep knowledge of program and project management standards, governance models, portfolio management, risk and dependency management, benefits realization, and resource and capacity planning
- Strong analytical and data interpretation skills
- Proficiency with Microsoft Planner, Project, Smartsheet, Jira, Power BI, SharePoint Online, and Microsoft 365
- Experience evaluating and applying AI-enabled capabilities, automation, or advanced analytics for project management and portfolio reporting
- Excellent written and verbal communication skills
- Ability to work independently and exercise autonomy and independent judgment
- Ability to articulate positions with sound logic, supporting evidence, and impartiality
- High customer focus and service excellence
