About the role
Key responsibilities & impact- Lead and develop Municipal Class Environmental Assessments for water and wastewater infrastructure
- Lead Master Plans, Risk Assessments, development-related capital plans and strategies, and technical/feasibility studies
- Collaborate with water operations, capital works, external agencies, consultants, and other stakeholders on preliminary capital works designs
- Lead vulnerability and risk assessment studies of the Region’s water/wastewater system
- Identify threats to the network, impacted assets, and relative asset criticality
- Identify resources and stakeholders and assemble and lead project teams
- Prepare project charters, terms of reference, project scopes, and deliverables
- Develop and prepare RFTs, RFPs, and RFQs
- Prepare technical specifications, forms of tender, and special provisions
- Assemble bid and proposal evaluation teams and prepare Council reports and procurement awards
- Monitor project finances and progress and negotiate scope changes to minimize financial risk while maintaining quality and schedule
- Supervise consultants and contractors
- Develop and execute communication plans with the public, Council, and key stakeholders
- Collaborate with approval agencies, utilities, landowners, developers, and other partners
- Provide technical input and support for the Region’s asset management systems
- Comment on secondary plans, official plan amendments, district plans, and servicing plans/studies
- Identify and initiate new business requirements to improve practices and assess infrastructure needs
- Coordinate new infrastructure planning with Area Municipalities and external utilities
- Respond to internal client and consumer enquiries
Requirements
What you’ll need- University/College degree in Civil or Environmental Engineering combined with a minimum of 5 years relevant experience
- P. Eng preferred
- Strong technical knowledge of water and wastewater infrastructure and related functions, including pressure zones, sewer sheds and sewer catchment areas, fluid mechanics, hydraulics, inflows, condition assessment and engineering technologies
- Ability to interpret and understand technical data related to project preliminary design, infrastructure conditions and asset life cycle
- Advanced knowledge and reading ability to understand engineering drawings
- Ability to develop project scope, financials, deliverables and manage consultants
- Project preparation and planning skills to identify and manage resource, funding and scheduling issues
- Collaboration skills to work with approval agencies and internal/external stakeholders
- Ability to delegate work among project teams, coordinate logistics and develop short- and long-term plans/strategies
- Clear understanding of civil engineering principles, project preparation and planning, project financial and team leadership skills
- Skilled in using and applying Excel, Word, PowerPoint, and database programs
- Strong leadership and project management skills, including leading without formal authority
- Strong verbal and written communication skills
- Strong problem-solving skills
- Commitment to diversity, equity, and inclusion
- Combination of education and experience may be considered
- AutoCAD, GIS applications, MicroStation, Power BI, and Access are assets
