About the role
Key responsibilities & impact- Strengthen collaboration, governance, and use of public health data for disease surveillance at national and subnational levels in the DRC
- Provide technical support to INSP, COUSP, DSE, disease control programs, INRB, and other national surveillance structures
- Collaborate with directors and decision-makers to identify data needs
- Coach and provide technical assistance to INSP staff developing priority information products, including 7-1-7 dashboards
- Identify and address bottlenecks in data sharing, governance, and use
- Mentor teams in data management, analysis, visualization, and interpretation
- Strengthen statistical modeling, real-time dashboards, surveillance reporting, and outbreak response capabilities
- Support prioritization and design of information products and data architecture initiatives
- Support data structures, automation of data processing pipelines, and national surveillance architecture guidelines
- Develop and improve weekly epidemiological reports, epidemiological bulletins, situation reports, and risk information products
- Improve data visualization dashboards, predictive analysis models, and automated reporting systems
- Ensure data products align with the One Health approach
- Analyze 7-1-7 data and produce insights to guide decisions and prioritize rapid response fund activation
- Transform surveillance, epidemiological, and 7-1-7 data into actionable public health insights
- Identify capacity-building needs and organize training workshops, seminars, and hands-on sessions
- Facilitate implementation of a data use strategy
- Strengthen data sharing and collaboration among surveillance structures, ministries, departments, agencies, and other sectors
- Support routine surveillance and emergency preparedness team meetings, data-sharing meetings, multisectoral workshops, and data-sharing agreements
- Carry out other related tasks assigned by RTSL
Requirements
What you’ll need- Master’s or PhD in Epidemiology, Biostatistics, Data Science, Public Health, Health Informatics, or a related field
- Proficiency in English is a strong asset
- Minimum of 8 years of experience in public health or related discipline in health data analytics, disease surveillance, or decision science, preferably within a public health or government agency
- Demonstrated experience in capacity-building, training, and mentorship of public health professionals
- Strong understanding of public health, data compilation, management, and analysis
- Understanding of public health informatics and the importance of data in health surveillance and emergency management
- Advanced R skills, including data preparation, descriptive statistics, data visualization, and geospatial mapping
- Intermediate proficiency in R Shiny and Quarto or Markdown
- Good understanding of programming principles for complex data pipelines and information product generation
- Experience working with government agencies, development partners, and global health organizations
- Strong understanding of International Health Regulations (IHR 2005), Integrated Disease Surveillance and Response (IDSR), and One Health approaches
- Excellent written and verbal communication, analytical, report writing, presentation, and interpersonal skills
- Ability to present complex information effectively to non-technical audiences
- Results- and impact-oriented, with problem-solving attitude and attention to detail
- Ability to work independently and as part of a team
- Ability to work with stakeholders including government agencies, development partners, NGOs, donors, and multilateral agencies
