About the role

Key responsibilities & impact
  • Own, develop, and drive the detailed Civil & Infrastructure Master Schedule and integrate it with the campus master construction schedule.
  • Establish and maintain critical paths for mass grading, utility trunklines, substation/gas generation interconnects, and sequential pad releases.
  • Lead pull-planning sessions with civil subcontractors, utility contractors, engineering teams, infrastructure partners, utility authorities, and municipal entities.
  • Enforce look-ahead schedules and implement recovery plans for weather, geotechnical, and supply-chain risks.
  • Manage civil, excavation, utility, paving, and ground-improvement trade partners, labor density, trade stacking, jurisdictional alignment, and site harmony.
  • Lead subcontractor coordination, progress, and logistics meetings and maintain performance dashboards.
  • Enforce jobsite conduct, housekeeping, safety culture, and quality standards.
  • Own the multi-million-dollar site infrastructure budget from preconstruction buyout through closeout.
  • Negotiate scope packages, master subcontracts, unit pricing, allowances, and rate structures with procurement and legal.
  • Review change orders, field directives, geotechnical claims, and commercial exposure.
  • Validate pay applications, unit rates, invoices, and accounts receivable with cost-control teams.
  • Provide executive field governance over mass grading, earthwork, soil stabilization, wet and dry utilities, retaining walls, paving, landscaping, and erosion control.
  • Lead certified handoff of 14 building pads, equipment yard pads, and gas-generation power yards, including compaction, surveys, utility stubs, and engineering sign-off.
  • Execute the campus-wide Site Logistics Plan, including gates, perimeter security, worker badging, traffic, haul routes, staging, and dust abatement.
  • Plan and maintain temporary power, construction water, stormwater/SWPPP controls, lighting, and telecommunications.
  • Manage laydown yards, trailer compounds, crane parking, and material staging.
  • Establish trade-partner amenities including climate-controlled lunch tents, hydration and heat-stress stations, restrooms, fuel depots, maintenance areas, rental-shop staging, and washouts.
  • Represent Ryan and the client with local neighbors, civic leaders, emergency services, community groups, and other stakeholders.
  • Lead civic outreach, school partnerships, charity fundraisers, volunteer days, and community give-back initiatives.
  • Lead safety stand-downs, daily JHAs, and equipment safety audits.
  • Ensure compliance with Oklahoma Department of Environmental Quality standards, SWPPP permits, dust-control regulations, and local environmental commitments.
  • Drive QA/QC inspections, compaction testing, geotechnical verification, utility testing, and as-built survey documentation.

Requirements

What you’ll need
  • Minimum 8–10 years in senior operational leadership (e.g., General Superintendent, Project Executive, Civil Operations Director).
  • Minimum 15+ years of progressive construction experience in heavy civil, large-scale site development, and infrastructure projects.
  • Demonstrated track record of delivering civil/infrastructure contracts valued at $100M+ on mega-scale sites (100+ acres, data center campuses, industrial parks, or major multi-building developments).
  • Proven experience engaging with local municipalities, community stakeholders, and neighborhood groups during major site civil operations.
  • Bachelor’s degree in Construction Management, Civil Engineering, Construction Engineering, or equivalent practical field leadership experience.
  • Mastery of earthwork balancing, soil mechanics, ground improvement techniques, and mass dewatering.
  • Deep technical understanding of deep wet utility installation, high-voltage civil duct banks, gas pipeline coordination, and utility interconnect agreements.
  • Proficiency with Primavera P6, Procore, Bluebeam, civil 3D modeling/GPS machine control systems, and SiteMetric access control software.
  • Demonstrated ability to command large field operations while maintaining executive composure, negotiation strength, and commercial discipline.
  • Proven experience building, coaching, and mentoring high-performing teams of superintendents, project engineers, and trade foremen.
  • High emotional intelligence and authentic communication skills to represent the client and Ryan with external community stakeholders.
