About the role

Key responsibilities & impact
  • Provide technical leadership and operational oversight for the Department of State's high-assurance COMSEC infrastructure
  • Oversee a multidisciplinary team of network engineers, systems engineers, security analysts, COMSEC auditors, compliance officers, logistics specialists, and data engineers
  • Manage, mentor, and evaluate KMI professionals, network and systems engineers, security analysts, COMSEC auditors, and logistics personnel
  • Align staffing and skill sets across engineering, daily cryptographic operations, and compliance workstreams
  • Lead technical evaluation, laboratory benchmarking, and phased rollout of next-generation HAIPE devices
  • Oversee transition from legacy fill devices to modern Next Generation Load Device (NGLD) platforms integrated with KMI
  • Drive adoption of crypto-agile frameworks and new cryptographic algorithms
  • Architect, test, and deploy secure enterprise and tactical cryptographic solutions
  • Drive PQC transition roadmaps, cryptographic asset discovery, and implementation of PQC algorithms
  • Direct firmware modifications, software patches, and security configurations across high-assurance assets
  • Supervise secure warehouse operations for Controlled Cryptographic Items, including receipt, storage, distribution, and destruction
  • Oversee automated key generation, escrow, and distribution mechanisms, including OTNK protocols
  • Support modernization aligned with NSA CNSA 2.0 guidelines and NIST standards
  • Establish isolated testing enclaves, define PoC performance criteria, and manage low-blast-radius deployments

Requirements

What you’ll need
  • Bachelor's degree in Computer Science, Cybersecurity, Electrical Engineering, or a related technical discipline and 14 or more years of experience; or Master's degree and 12 or more years of experience; additional experience may be accepted in lieu of degree
  • Deep understanding of traditional and modern COMSEC architecture, Key Management Infrastructure (KMI), and Type 1 encryption devices such as TACLANE, SKL, and KGV platforms
  • Experience aligning enterprise technology with NSA CNSA 2.0 guidelines and NIST standards
  • Ability to establish isolated testing enclaves, define Proof-of-Concept (PoC) performance criteria, and manage low-blast-radius deployment strategies
  • Demonstrated success leading technical teams in high-stakes, mission-critical environments
  • Exceptional written and verbal communication skills, including presenting complex technical risks and engineering roadmaps to leadership and external governance boards
  • Strong command presence and a methodical, risk-based approach to incident response, vulnerability management, and infrastructure bottlenecks
  • US citizenship
  • Active Secret clearance with the ability to obtain a Top Secret clearance
  • CISSP, CISM, or formal federal/defense COMSEC Manager certification preferred
