About the role
Key responsibilities & impact- Oversee and coordinate PMO operations, ensuring consistent performance, compliance, and delivery quality
- Support Program Directors/Managers in planning, organizing, and directing technical and management activities across multiple simultaneous task orders
- Serve as the primary operational liaison with the Contracting Officer’s Representative and leadership
- Manage escalation procedures, identify risks, and develop mitigation plans
- Coordinate subcontractors, Government stakeholders, and administrative/operational activities
- Maintain and update the Program Management Plan, staffing forecasts, and organizational charts
- Lead day-to-day internal business and financial functions for multiple programs
- Support long-range financial goals, burn-rate monitoring, and cash-flow improvement initiatives
- Ensure timely and accurate contract deliverables, including time reporting, ad-hoc reports, and COR meeting materials
- Track subcontractor costs, awards, compliance, purchase requisitions, and invoices
- Facilitate COR meetings and executive-level briefings
- Prepare weekly, monthly, and ad-hoc reports for task orders and Government requests
- Coordinate cross-functional PMO activities across Finance, Talent Management, Subcontracts, Procurement, FSO/Suitability, and Network Security
- Interface daily with program managers, SAIC finance/accounting/contracts organizations, procurement teams, and external customers
- Develop AOPs, quarterly forecasts, monthly LREs, EACs, budgets, spend plans, and financial variance analyses
- Conduct cost, schedule, and contract performance variance analysis
- Review RFPs and prepare pricing models and cost analyses
- Establish, maintain, and manage the EVMS baseline aligned with scope, schedule, and cost
- Analyze CPI, SPI, variance trends, forecasts, and root-cause/corrective-action recommendations
- Complete or train junior staff on program deliverables
Requirements
What you’ll need- Bachelor’s degree from an accredited institution in a Finance or Accounting discipline
- Fifteen (15) years or more of relevant experience
- Experience providing financial tracking and support for government customers in Program Control, Finance, Cost Estimating, Financial Analysis, or Accounting
- Ability to process and analyze large volumes of data in Excel and consolidate it into management-level reports
- Knowledge of general and corporate business practices, government contracting regulations and principles, and accounting and finance principles
- Understanding of financial analysis including ROS, ROC, annual operating plans, accounts receivable, revenue and profit forecasts, program baseline data, EAC development, and cost estimating/pricing
- Ability to make decisions using sound judgment while complying with policies, procedures, and accounting principles
- Knowledge of the full program life cycle from proposal development through contract closeout
- Ability to balance long-term thinking with short-term execution
- Strong organizational and communication skills; ability to perform effectively with competing deadlines
- Proven experience managing projects using Earned Value Management and formal scheduling methods
- Strong proficiency with Microsoft Project
- Proficiency in Microsoft Office software, including Excel, Word, and PowerPoint, with advanced Excel skills
- Ability to prioritize and work without supervision; persistent follow-through
- Ability to multitask and support programs efficiently and accurately
- US Citizenship required
- Experience with federal financial reporting tools and labor tracking systems preferred
- Ability to prepare executive-level briefings and reports preferred
- Strong analytical and problem-solving skills with attention to detail preferred
- Ability to manage competing priorities across a large, geographically distributed workforce preferred
- Must be able to obtain and maintain a Public Trust / Suitability clearance
